I've posted it already in "features & ideas", but it seems nobody reads this part of the forum. I repost it here in hope to get some more opinions. So here we go:
Missions
1. No, it's not about moving all L4 agents to lowsec. All i want is just to have MORE L4 agents in lowsec. Take for example the region Lonetrek. Eve-Agents.com found 100 L4 agents in Lonetrek, 19 of them are in lowsec and only 7 give kill missions. Even if i want to run L4 missions in lowsec, i dont really have the option to do it.
2. Lowsec agents should be high quality agents, highsec low quality.
Trading
Increase taxes in highsec, lower in lowsec. This should hopefully boost the market in lowsec.
Manufacturing
Make it more expensive to produce stuff in highsec. High factory costs, material multiplier for factorys, longer production times. Producing in lowsec should be cheaper.

This actually makes some sense, I like this idea.

Personally, I think that the number of manufacturing and researching slots should be doubled or tripled, but the cost of renting one increases based on the number of available slots.
Production in low-sec should be cheaper overall, possibly at the expense of requiring some extra technicians to "replace" those lost to safety cuts.

Im waiting for a boost to low sec as much as I oppose I know its probably coming and when it does. You can expect to see alliances and corps just lock down system if its a nice boost. Hell you can tank and kill concord and gate sentries with a gang... Post up some gangs on the gates have your way with the low sec... WOOOT

I think those are fine ideas, not sure if they will work but who knows. I feel I will get flamed for this but I was talking with someone and the idea came to boost low sec by removing static ice fields from high sec and concentrating more ice in low sec systems. There would still be ice in high sec but you would have to scan it down. I haven't really thought through the ramifications but figured I would throw that out to the wolves.

For what it is worth, I think it makes a lot of sense. I have a hub trader alt and a low sec main, and I have to admit the situation is ridiculous.

just add 10-20 quality 40 (yes new quality which is higher in lowsec) to each lowsec region and prolly only clump a max of 2 of them together to make more systhems interesting.

"Civilization" has always made more money than the frontier, except for the select few. The frontier's advantage was the freedom from laws and society so you could make your own way and do your own thing.
The only way to boost LowSec would be to dramatically reduce its risk factors. Doing that would destroy it as the playground of pirates by definition.
Leave things alone. They work fine as it is.

And 90% of those are players asking for targets. They are mad the carebears won't go there, the carebears are mad they can't survive there. Sounds balanced to me.
Never mistake whining on the forums as an actual indication of something wrong.

I made this post not because i want more targets in lowsec. I want to make more money in lowsec than a highsec habitant. At the moment i dont really have(see) an option to make more money in lowsec than in highsec.
Missioning? Cant do that, because the area(caldari) where i live has only one L4 agent(gallente) and he gives only hauler missions.
Mining? Forget it. You will be dead before you warped to the belt.
Trading? Not worth. I can make more money in jita, why should i bother.
Manufacturing? Good money only in capitals production. T1 & T2 production you can make safe in highsec.
So CCP give me the option to make more money in lowsec.

People in CCP who actually make decisions on these issues read Features and Ideas regularly which is why we move player ideas to that forum
