like the subject said iam new to the game and i just like flying around and blowing stuff up i got a rokh and was wondering what setup i sould put on it, and what can i kill and what can kill me? any ideas?
o, i am not to good with this games lingo yet so if you could break it down barny style for me that would be great.

Kill what? PvP? PvE? If it's PvE, ratting, missions?

I'd suggest you train things like the Moa and Ferox and get used to those, before you blow 150m on a battleship. -- Ralara / Ralarina |

i got 8 mining lasers and lows full of expanded cargo holds on mine, 2000m3 cargo hold :D.

HIGHS: 8 x Neutron Blaster Cannon II (Faction AM, Null)
MEDS: 1 x ECCM 2 x Invulnerability Field II 3 x Large Shield Extender II
LOWS: 3 x Magnetic Field Stabiliser II 1 x Damage Control II 1 x Power Diagnostic System II
RIGS: 3 x Core Defence Field Extender
DRONES: 5 x Vespa EC-600
Why? Over 32000 shields, with high resists. Over 800 dps with navy antimatter. Twice as hard to jam. Drones can help reduce incoming damage or maybe let you jam a tackler and escape a difficult situation. Antimatter will be scoring hits out to 18km, Null out to 32km.
MWD Variant:
For when you must have a MWD, swap out the ECCM and one of the Invul Fields for a 100mn Microwarp Drive II and a Heavy Capacitor Booster II (800's). Not as tough, easier to jam, but a LOT faster for getting into range or getting out of dodge.
Active Tank Variant:
For smaller gangs or if you really hate buffer tanking, swap all the shield extenders out of replace them with a X-Large Shield Booster II, a Shield Boost Amplifier II and a Heavy Cap Booster II. Will tank around 690dps while you have cap, which can be upgraded to just under 900dps if you replace the ECCM with a second shield boost amp. Swapping one of the rigs for a Core Defence Capacitor Sa***uard helps the cap last longer.
Screw sniping, I use blasters on all my Rokh's!
As mentioned above, you need good skills to make this ship shine. Pretty much all the gunnery support skills (Rapid Firing, Controlled Bursts, Motion Prediction, etc) at 5 and the ability to fit tech 2 guns are a must. Perfect cap and shield skills also help a lot. A great setup, but he said he was new. This kind of gear is probably a long ways off for him 
Anyway, the best advice for you is - fly something smaller.
With all due respect, assuming this is your main character, you are 25 days old. While you may be able to sit in the Rokh, you simply do not have the skills to fly it properly. Hop in a cruiser and get used to that, then work your way up.
And it dosn't matter if you paid for it or not, it explodes the same either way

Dont know what you have now, but here are some guidelines.
Your gunnery skills should be good. Have them all (sharpshooting, rapid fire, etc) at least at 3. Be able to fit active sheild hardeners Be able to fit large shield boosters/amps be able to fit Power Grid Upgrades Train all skills related to your capacitor recharge/amount to at least 3 Engineering/Electronics 5. Learn to love it!
That is what I would train before doing anything strenuous with it (lvl 4s/pvp). bear in mind that those are the minimums, ideally they should be higher.
