Developer: Kaalakiota As befits one of the largest weapons manufacturers in the known world, Kaalakiota's ships are very combat focused. Favoring the traditional Caldari combat strategy, they are designed around a substantial number of weapons systems, especially missile launchers. However, they have rather weak armor and structure, relying more on shields for protection.

Allows Tactical Battle Cruiser override the goals even if the ship is under the influence of ECM modules. This module works only when light or heavy FoF Missiles are built in the rocket launchers. Each launcher, which is not equipped with FoF missiles is, as long as the module is active, not activatable.
How does this sound ?

Interesting concept, though I am a bit confused by what the ship is trying to achieve. Remeber that you have to design a class of ships, not a specific one. Star by getting together a statement of what these ships are going to be able to do. That is what I did for my ships. After that you can get all the other ships to work on the same principal.

thx for the advice balor and you're, of course, right
i will update the post in a couple of days ...and make some interessting ideas for the other bc's of Amaar, Gal and Min's
But here is my idea so far:
instead of making battlecruiser some sort of heavy logistics, to fill the gap between cruiser-size logistics and caps, (which is also a great idea i think),the best solution would be to design tech2 battlecruiser in some sort of tactical advanced ships.
The idea behind that is, for the above example, to get a real counteraction against EWar ships ... not to make EWs ships useless, but currently there is no "real counterpart" to fight against them ...
conclusion of that all:
Tactical Battlecruisers should get some sort of tactical superior to counter one or more specific sort of Ewar

The first thought that crossed my mind after reading this was 'AFK level 3 missions'. This is already fairly easy with a well-tanked drake + fofs, but imagine doing it with one of these.
