You're correct, if you wanted to catch a blockade-runner who is competent with any reliability whatsoever (and all pilots must be on the ball and nobody must lag at any point) you'd have to use three things:
(a) Fully remote sensor boosted HIC.
(b) Fully remote sensor boosted sentry tanked Huggin.
(c) DPS to melt him so he can't reapproach either.
A HIC alone has no chance of doing anything, it's far too slow to keep up with a properly fit blockade runner.
The only times I killed BRs are when one was AFK at a gate for like 30 seconds so I menaged to melt him and when someone was AP-ing in one for some odd reason. Properly fit ones walk by all the time, all you see is a blip on overview, literally.

This is a non-issue and I hate to say it but op your crying and noth thinking... ok they remove our ONLY way to lockdown moms in lowsec guess what back to moms gatecamping and acting as lowsec no risk solo pwnmobiles...
and for the record an infite single target scrammer is not NEARLY as powerful as a dictor/hictor sphere. and if you think for a second it is youve never lived in 0.0 |

Converts anti-HIC whines into anti-Blockade runner whine:
"ZOMG, you can't counter Blockade runners on a 1 to 1 basis! Nurf blockade runners"

Seriously though. There are counters (neuts, damps, ecm, being faster, running back to the gate, destroying him etc etc).
And lets not forget the most important counter of them all. Intelligence (checking the information tools available to you, using scouts etc etc). Now that's something that's overpowered. No module is a match for intelligence.

Except if you've got a nifty little warp disruption script, which alows you to warp scramble any prey no matter how many WCS they have fitted.
troll much? u prolly lost your fully stabbed PVE raven and dont like the fact that this script is the only defence to u ppl that stab ur ships right out, get over it, stop crying allready
and imo serves u right for fitting stabs, personally i think they shud be removed ^^ ofc, real men like myself take losses on the chin and dont moan becoz ur Uber WTF 6 stabbed raven 4tw setup lost :p

That isnt a defence; being good at eve is about knowing how things work.
If you were not curious about heavy interdictors when they came out, and didnt read about them, and missed all the threads like this one complaining about them being too good, and have only now discovered what they do...
Then you maybe deserve to loose a hauler.

If you lose a blockade runner to a gate camp in lowsec, you've either met a really well-organised camp, with sensor-boosted HICs/recons etc, or you're incompetent.
99% of the time it'll be the second case.
