A decent starting point would be:
8 x 125mm Railguns (with long-ish range ammo)
1 x 1MN Afterburner 1 x Cap recharger
1 x Small Armor Repairer 1 x Energized Adaptive Nano Membrane 1 x Capacitor Power Relay
Tactics are simple - start shooting the rats and use your afterburner to keep them at your optimal range (which will be 14km+ with Lead ammo, up to 20km+ with Iron). You shouldn't need to use the armor repper much other than to top up your armor, or take a few hits while you get some range if you accidentally/unavoidably arrive in the middle of a group of rats.
You will probably need a few levels of Engineering to fit everything I've put here - if it's too much for your powergrid you can drop one of the railguns and all should be fine. That said, Engineering and its coutnerpart Electronics should be very high priority skills for you to get in general - since they increase your CPU and powergrid, they allow you to fit bigger and better mods to your ship.

That setup should work just nicely, build it up from the low slots, then mid and then see how many guns you can fit. 6, 7 or 8 doesn't really matter that much :)

Throw on some 125mms, a Mag Field Stab, and go nuts.

Actually, all of that will fit just fine with Engineering 5 (so no AWU at all ). More realistically, you need Engineering 2 to fit 7 turrets and you can get 6 on with no skills at all. Tzarrim is right that fitting from the bottom up is the way to go, and this is generally a good tenet in missions. If you have to make compromises, compromise the amount of damage you can inflict; at least initially, make sure your tank is solid and that you can take a good amount of damage. At least this way you will complete missions safely but slowly, rather than having to warp out or worse, lose the ship altogether.

Yes, because someone doing L1 missions is really likely to have AWU.

My mission fit when I just started and it fits fine with, IIRC, Electronics II and Engineering III. Optimal range of about 20km, which is plenty to avoid almost all damage in L1 missions, and you have the repper for the rare occasions you actually get down to armour damage.
