This Minmatar character has almost 8mil SP. Right now, she's piloting a Cheetah and set-up for Exploration (Archaeology/Salvaging).
I'm looking for a larger ship that could use a covert-ops cloak (preferably)...that can fit a scan probe, salvager and analyzer. But, also turrets/launchers for any PvE encounters. I'd prefer to use one ship rather than having one for exploration and then swap-out to one to 'clean' out any sites of interest.
I'd have to start to train racial cruiser...so, there's the Rapier (limited by the number of high slots), if I go for the recon...but would any of other Minmatar cruisers (Stabber) work better? I could also cross-train to another race ship if it is more advantageous.

Would you be willing to lose the bonus to scan time from a covops?

Good point...I forgot about that  ...probably not...so, my options become limited...

there is no single ship that will effectively do what you're asking. You'll save ALOT of time if you have your covert ops char + a PVE char working together.
If you absolutely have no choice then it's difficult to know what to suggest, for some PVE encounters you will probably need a large ship to do well. If you don't want to go large maybe you could try something like a Hound? At least it has the ability to fire cruise and has a cloak speed and target delay bonus.
