I proposed something simmilar to this using a character who is now biomass, but instead of necroing that thread i'm gonna start a new one that takes into account the changes in eve over the last year.
I'll be calling uppon the following eve scientific articles to support and explain some of the mechanics i'll be including. jump gates. faster than light communication
1. The inspiration: When the drone regions were first opened up I had a bit of a WTF moment. The official explanation is that all the gates mysteriously became active, quite possibly because concord wanted the pod pilots to go and fight off the growing rogue drone threat. But I've always thought that this was a stupid way to open up new regions. EVE is supposed to be a highly capitalistic world where corporations fight for any advantage, so the question arises, who built all those gates and why? The only answer seems to be either concord or the drones themselves, and either way it's rather stupid. But I believe i've come up with a better way to introduce new territory to eve.
2. The concept. LET THE PLAYERS BUILD THE JUMP GATES AND OPEN UP NEW REGIONS!!
This will require several things a. First would be a "Stellar Surveyor" POS module requiring sovereignty to fit. This device would require fuel to run (most likely some heavy water or something), and Astrometrics lvl 5 and survey lvl 5 to use. You start it up and a few days later it sends you and eve-mail with a list of the stars within it's scan range, weather they can support a gate, and if so then what are the strengths of the jump nodes located in each of these systems (see Jump Gates above) as well as the system you're scanning from. Also, this should not exclude systems which already have jump gates between them, you might just find a short cut .
With regards to the node strengths there should be an exponential relationship between the node strength and the linkable distance using the equation (suggested) of (strength/2)^2. This way a strength of 1(lowest) would yield a max linkable distance of 0.25 ly, 2=1ly, 4=4ly, 6=9ly, 8=16ly, and so on. This strength is determined by the mass of the star and the Resonance at the node, as explained in the jump gates article.
b. The "Interstellar Warp Core." Once you've discovered a workable system you now have to explore it to see if it's worth exploiting. However covering the long distances between star systems would over-task a traditional warp core with disastrous consequences for the ship. To overcome this a ship must fit the IWC. Requiring Warp drive operation lvl 5 this mid slot module allows the ship it's fitted too to travel across the interstellar void both quickly(100x modifier to warp speed) and efficiently(99% less capacitor use for warp drives), however it prevents the user from equipping a cynosural field generator, can only be fit to transport ships and industrials. Also, it only allows the user to put a "Gate egg" and it's requisite construction materials into their cargo holds. These limitations are required to avoid exploitation of the system as I'll explain in the Exploits section.
With this fitted the player who had scanned down the systems can warp to one of them as well as gang warping any other players with this module fitted. Travel time would be Distance (ly) / Warp speed (ly/min). This will perhaps finally create a market for the rig that increases warp speed .

Nice idea and well thought out.
You could take it one stage further though by adding a new class of ship. lets call it a survey ship, this ship would have an "Interstellar Warp Core." fitted as standard and advanced scanners allowing the pilot to survey the new system before any plans were made to set up stargates. The ship could the size of a destroyer or cruiser and the skills to fly this ship would be either destroyer level 5 or cruiser level 5 depending on the size of the ship.
With this ship there would have to be a recharge time before the pilot could jump out of the system, but this would not be noticeable as the survey time of the system would take longer than said recharge. Again this would be the case to prevent the ship from being used for anything else than it's design role.
The ship would have limited slots to stop it from being used for anything else except it's planned role.
For example
2 high slots (one turret or missile launcher) 2 mid. slots 2 low slots
Though the ships shields and armour would be far greater than a normal ship of this size.
Once the survey pilot was happy that the system is viable they could cyno a corp. members in to either do a bigger survey of the system or setup a stargate.
