But when they start losing tens... hundreds of players... all because of an overpowered Concord... they better start worrying.
CCP, we need a Concord change now. No, nothing bad just happened to me . Its simple, it shouldn't take much work, and IMO its far more wanted than Shiva--I'm probably not the only one sick of a game where you can press F6, have your finger barely tap the F7 key on the way down, and totally screw yourself.
Concord should, unless you actually target and kill someone, simply lock you down. The loot from the ship should disappear and be put in the station where the player had a clone. The only ship anyone would be able to kill would be a frigate--as Concord would shoot down missiles aimed at players. When a player is locked down (15-20 minutes, whatever), they should simply lose a very small drop of sec status--as if they shoot someone/use a smartbomb/etc, its probably a mistake!
But if they kill a player, there are other options. If they TARGETED SOMEONE AND SHOT, concord will gank them instantly. But if they fired a weapon (hint, missile) at someone other than their target, Concord will do the same as above. However, Concord will also replace the players' lost loot (as the only ship that could possibly die would be a frigate really, and thats probaly some poor noob who got in the way of a missile )

I got in the way of an errant missile before in an Incursus. The guys that blew the ship up were kind enough to give me my stuff back, but I lost a damn good Wasp drone BPO

Ah, reminds me of when i got my first blackbird, was cruising through luminaire, thought i'd play around and jammed a pod...I then proceeded to watch concord and the gate guns destroy my brand new (uninsured =P) blackbird. I don't want to hear the insurance bit so spare me. I then sat in a station for probably 6 hours, undocked in my NEW blackbird, and watched concord do it all over for me. I have since vowed to never return to empire as it bores me, I hate carebears, and I hate concord. Oh, those were the days...

Would be nicer if concord came in and webbed, scrambled, and jammed all to like strength 100 and gave u a fine, which u pay or get destroyed.
Fine based on standing with concord so the more times u tried to attack the more your fine would be.
So first fine would be like a warning fine that lasted 3 hours then if u did it again you get hit with the BIG fines -----------

Well seeing as there are still griefers using kestrels to murder in safe space concord need to be beefed up not made softer.
Remember 1.0 space is meant to be safe. If you carry out an aggressive act you should be splattered, end of story.
Targetting should also be classed as an aggressive act.

I agree that 1.0 space should see a swift response and be almost certain death for the assailant but not 100%. Also making targetting an aggressive act would prob kill 100's of ships in the first few days alone.
I mean how many people have hit lock target on the drop down menu by mistake. There is no option to cancel targeting action so targeting in itself should never be considered aggression.

Beefing up concord won't fix that. Making them shoot down missiles will
