Sure it does. CONCORD needs to make money to resupply their ultra-powerful fleet somehow, and wars help that two-fold: they act as a direct source of income, and they reduce the number of CONCORD interventions.

Concord isn`t your...traditional police...more like a NATO thing...aka peacekeepers...aka useless...
Corporations aren`t like simple roaving gangs or organisations, they can achieve power equal or far above the power of some governments...(remember corps/alliances can own space?) , so Concord would not be more justified to interfere in the internal business of corps more then it would be to interfere in the internal affairs of any of the empires
They WILL pop you if you go berzerk and kill other people in the space they operate in, but as soon as "formal" hostilities are declared they stay out of it
Oh and the tax...bribe? c`mon...if you`d own a concord fleet would you be bribed by some lousy million isk? that`s not bribe thats...umm...beurocracy and paperwork?
