Hey there cut any one tell me there best frig vs frig build.. (arrenge fight) no need for warp jammes and like... they wont go any where..

Is it for a frigate tournament? If so, depending on your skills a 'bleeder' Punisher can be quite effective. I don't have EFT on my laptop so I can't give you a fitting. Since warp scrambling is not required, make sure you have a web to keep them in range. For your highs, autocannons can be effective. They will allow you to better tank your Punisher due to the lower fitting costs, as well as retain more capacitor for tanking.
I used a bleeder fitting in a tournament in the past, and managed to place second with it. Would have won but due to my own error I had my MWD engaged for an extra cycle and overshot my target. In the end, I lost to a missile Kestrel that just barely beat me.

2x named Standard launchers Named MWD, Sensor booster with range script Named overdrive.
Orbit at 35km spamming bloodclaws. You'll have to back off on the MWD for 10 seconds every minute or two to keep the cap stable depending on skills.

The problem with that is depending on the target ship and pilot skills, they may be able to shrug off the damage from only two standard launchers. Especially if they are going up against one of the stronger tank frigates. They could just it there and soak the damage until you run out of ammo, then there's nothing either could do. You would have the speed to keep range, but no damage to kill them. It'd end in a draw.

I'll vouch for that, a heavily tanked punisher with autocanons is really effective and can beat just about any other frig if flown and fit right. Only real danger are missile boats that can outrun you but if you have heat you can catch'em with overheated MWD + web pretty easy.
A small NOS in last high slot also helps as rep takes a fair bit of cap on its own -----------------

I've said it multiple times, and I'll say it again: Frigate tournaments without warp jammers don't make any sense.
The fitting (CPU, etc) requirements, the cap requirements (for long-range disruptors) and the -1 midslot make a world of difference in frigate fittings and combat.
