I was wondering if there was a website with a list of missions that can be searched by location?

EVE Info seems to have a list of missions. Not sure how recently it has been updated.
Missions aren't assigned by location; most of the time they are randomly given by all agents, with a few variables changed (who your enemies are, what item to procure, etc).

What do you mean "searched by location"?
While there are biases based on your location, missions are not specific to the location of the agent.
The main bias for mission selection is that you will most frequently face rats of the same faction found in local belts. Have a look at page three of Ombey's map to see where each pirate faction is found.
Next bias is that the faction of agent you work for affects what faction of rats you face. Amarr vs Blood raider/Sansha's; Caldari vs Guristas; Gallente vs Serpentis; Minmatar vs Angels.
There are also an assortment of general missions found everywhere, such as those against merc's and drones.
So as an example, if you work for a Gallente agent in Minmatar space, you would expect to fight mostly Angels, some Serpentis, along with the occational Merc or Drone. If you were to work for a Caldari agent in Caldari space you would fight almost entirely against Guristas with an occational mix from Mercs and Drones.

Hm, so I can't really find a list of agents in say, the Eystur region that offer missions in a certain division such as Internel Security or Surveillance?
