What an awful and rude reply. You understood his question, yet you derail it by dumbing him down!
Now as to what Null do, as said before understand how a "bonus" work in eve is quite hard. This tracking bonus is a negative bonus (kinda contradictionary) It reduces the tracking multiplying the orginal tracking 1 by 0.75.

You are multiplying by a fraction of a whole - which is 1.00 or 100%... so the correct answer is it lowers your tracking my 25%. In other words he is correct.
