Currently if you go to a hi sec lvl 4 mission hub you can find a gate camp nearby - waiting for a nice expensive faction bs to gank. the people doing it are in T1 bs with insurance and minimum fittings so when concord kill them the insurance pays for ship and they pick up dropped mods, while the poor mission runner in their 2- 3 billion worth of CNR loses everything. So win win for the campers but if concorded ships insurance was void and concord confiscated dropped mods from offending ships I think this would go a long way to stopping this problem - if it cost you more to do the rewards have to be really high.
I know 2 people that have given up on eve because of this happening to them so its not good for the gate.
O.K. you can shout carebear or say if you think it would work now

Or don't use faction mods and you will most likely not get ganked, they are not needed for lvl 4s anyway.

if you can afford 2-3 bil of faction gear you can afford to lose it.

Well until this is fixed in some way (and it will be fixed, just how I wonder...) just do what I do.
Fit your CNR for less that 100 mil. Not worth ganking then unless the persons do it merely because they can.

Wouldn't help. That X billion CNR is still a juicy target, all this does is raises the minimal 'worth ganking' potential payout.
Or you'll just see a pile of Destroyers/Cruisers/BCs camping gates rather than gank BS. 400+ DPS Cruisers and 600+ DPS BCs are not difficult to set up.
