Yes, the skill you have in training will continue even if the account is not paid for.

And this loop hole is one of the dumbest ideas CCP has.
Why would you let accounts train if they go inactive? They didn't pay their bill, stop training character.

Why do players think CCP is stupid in this case?
Its a nice service for players, be happy about it.
Yes it did get restricted, but then a huge % of the players complained.
Happy players pay anyway since skilltraining is obviously hassle.

The reason for skills going while not active is two fold.
The first is simplicity, the game server doesn't have to check to see if your account was active or not during the training, it can simply treat you equally regardless.
The second is an incentive for return players. Sure there are people who play the system to get free training, but more than that there are alot of people who start a high rank level 5 skill before leaving the game, and giving them that skill fully trained makes it more likely they will hit "Activate account"

It is a evil "You will be back!" feature.
For real you could take a break from eve. You set on a long skill. And that "Damn my Skill finishes in 8 hours, I need a new GTC." gets you.

That's what they do on Serenity (Chinese server).
Skill training on Tranquility keeps rolling on.

Once I had a credit card issue that inactivated my account without me bein aware of it. It wasn't until I tried to log in that I found out. I know that I would have been crazy with anger if I stopped training over that period.

I just want to pop in here and say that a 24hr skill queue would only extend this effect by one day. If the account-lapse-skills-still-train is the reason they won't implement.
