Can someone help me and explain why the stealthbombers can not fit the covert ops cloaking device?

Cov-ops cloaks are only for cov-ops ships and force recons. Just the way it is, it's a very specialized mod for a very specialized use. Also, bombers that warp while cloaked ar scary.

stealthbombers are covert-ops ships that is why i am confused about the fact that they can not fit the cloak

stealth bombers are stealth bombers. cov ops are cov ops.

Stealth bombers are stealth bombers. They're a cov ops subclass, sort of, but not a true cov ops.
And because a frigate that could warp cloaked, carry ewar, and drop nearly the same volley damage as a decent cruise raven would be over the top.
edit: Apparently the language filter dislikes the crude term for mentally handicap, edited to make sense.

Here is why:
Name: Buzzard
Hull: Heron Class
Role: Covert Ops Frigate
Name: Manticore
Hull: Kestrel Class
Role: Stealth Bomber
These are taken straight from their respective ship descriptions. CovOps cloaks are limited to ships in the CovOps role, not the CovOps skill category. A lot of people, myself included, think that this should be more clear.
Now of course, Force Recons screw things up even worse because they can use the CovOps cloak. The description for the CovOps Cloak was written before the Force Recons came out and just has never been updated.
The best way to see if a ship can use a CovOps Cloak is to check it for the CPU bonus to cloaking devices. If it has that bonus, it can use the cloak, otherwise no.

If you haven't flown one yet get in them and find its limitations. A ship without limitations is op'd. You can make off-grid BMs to get close to camps or just setup camps of your own.
