As we have seen with local until there is a happy medium nothing will be done. More over since suiciding IS an intended mechanic of the game certain arguments which will not be brought up here are neither constructive nor relevant to the discussion.
If the point of handling insurance is to prevent both abuse and inflation there is a simple mechanic which will solve this. Insurance Rates. I hear the gears starting to grind stay with me. You insure your ship with allstate it goes pop for whatever reason first accident is forgiven. Total compensation. All other incidents within the year however will cause your rates to go up. The more ships you lose the higher your insurance costs. This protects people who use insurance as it was intended and prevents people who suicide from abusing it as an "as intended" means of avoiding any real consequence to their suiciding.
Rates can, should, and would, if implemented carry over from year to year with either (discussion point) a cap of 300% of normal insurance cost, no cap at all, or a point where your right to insurance was revoked. Insurance rates would then reduce on a per month basis similar to real insurance. No accidents? (Or intentionals as the case may be.) Your rates begin to come down. Slowly.
Unlike RL insurance companies however we have to exclude the concept of "at fault" or "Criminal" simply due to the fact that it makes existing game mechanics a means for exploitation of the addition to the system, as the game has no way of determining if a shot fired was intentional or accidental. (Concord usually arrives to dispense in-discriminant justice before that can be sorted out.)
What are the results of higher insurance rates? 1. ISK begins to leave circulation after 1 ship destruction this in and of its self is a blessing as it will reduce inflation greatly.
2. It does not remove the safety net for new players or care bears. 2a. It does not offer a benefit solely to new players or care bears.
3. It does not prevent people from suiciding or getting insurance later on if they choose not to suicide. 3a. It does not fail to provide consequence to suicides either.
To me this appears fair and balanced. After all I suicide in tech 2 ships any way so I really don't care about insurance to begin with.

Any change to insurance will screw pvp. Your system will screw normal pvp'ers who need insurance to be able to fight.
Insurance is more expensive = ppl less willing to risk a ship for solo/small gang. This leads to blobing to decreases losses when encountering a foe. We need solutions to encourange more small gang work/solo work in normal ships. Any changes to insurance which make it more expensive will just cause more blobing. Lol |

This is why so-called pvp'ers are largely as much carebears as the guys who avoid conflict.
Fly what you can afford to replace. Stop using game mechanics designed to help nubs to subsidise your pew-pew.

Actually, the solution to this is more player interaction. Have PvP corps have industrial guys out mining/building/replacing ships, so PvPers do not have to rely on pure isk to replace ships. .

Insurance is in the game because it makes the game more fun. The reason it makes the game more fun is that when a PvP person gets their ship killed they dont have to spend 2 days mining to build them self another 1.
The only problem atm is that a T1 ship can kill a industrial before concord gets them. Their friend gets some nice loots and insurance pays for almost all the suicides loss. The reason pirates are going suicide is that there aren't enough/any people going into low sec for them to kill. So the choices are A) No insurance for concord kill B) make low sec worth going into so pirates go back out there C) Stop afk transporting with expensive cargos and fit your ship out to make it too hard to kill while you align to warp.
