If he's installing a job from the station to the POS, he will need Supply Chain Management to at least level 1. Also, he'll have to make sure that the settings in the "install job" window are listing "Corporation" facilities, and not "Public" (i.e. NPC) ones. All jobs must be installed from BPO/BPC that are contained in a corporate office (i.e. he cannot install something from his personal hangar into a POS assembly array).

The supplies can not be in the corp hanger in station but must be in the array in the POS.(difference between manufacture and research) for some reason he also needs access to a wallet division even though no money changes hands.
