Hi all. Wow <looks around and looks for a spot to camp at>
I'll try to keep it short an simple. But if you have any questions by all means feel free to ask.
Who am I in game? I've been playing since November 2006. I play and live primarily in 0.0 space. The corporation I am in is not currently affiliated with the "Great War" and have chosen to go it alone for the time being seeking fun pvp. More details
Who am I out of game? I am 42 years old and work in Tech Support for the UK National Health Service. I've ran various guilds and community sites over the last several years. More details
Why should we vote for you? Those that know me, know that I am fair and impartial. My belief is that the role of the CSM is to bring player issues to discussion via the CSM forum.
Interviews have focussed on asking me to reveal what issues I believe are important and while that avenue has scope and engenders an almost presidential style election I believe it is inappropriate as views can and possibly should change given new information.
I do feel it important though that ideas and views can be discussed, that way you can get a feel for a candidate but hopefully that does not get mistaken for an agenda. My only agenda is to work with the other CSM's and CCP in order to help a better experience for the players come to fruition.
More information: My main campaign page My blog in chronological order, most recent first A compilation of recent interviews
Thanks.

I'll ask you the same question I have asked of similar candidates, specifically those who seem to feel it unnecessary to tell the players anything about your own ideas and opinions.
Why do you feel it "inappropriate" for the players to have some insight into how you think and where your personal biases are?
What would you say to those of us who believe that a candidate's individual opinions give valuable and necessary insight into their thought process? As a CSM representative, you will be required to make choices and decisions on various issues and then vote according to your decision. The players deserve some indication on which way you will lean when faced with these situations, which will be a regular part of your duties as a representative. Not stating an opinion makes it appear as though you either have something to hide, or you are completely uninformed about the current issues in game, or you are just plain indecisive. None of these are very attractive characteristics for a representative.
Your own thoughts and ideas will form an important part of how you weigh arguments and make decisions. Why do you not feel it important for your potential voters to know these ideas?

Edited by: Max Torps on 30/04/2008 17:42:29 Hi Talkuth Thanks for asking. I'll try to answer each point for you. If you feel I have not answered sufficiently please let me know.
Quote: Why do you feel it "inappropriate" for the players to have some insight into how you think and where your personal biases are?
I really don't think it inappropriate to know how I think or what my personal biases are. I would like to think I am objective and behaving in a transparent manner but my main concern is that I do not want to be seen to be totally rigid and just have one particular goal aside from serving the players as fairly as possible.
I have varied opinions on matters and have posted several times, not only here but on my blog revealing those opinions, see sig link.
My overriding desire is to have a hand, as a member of a team, to improve Eve in accordance with the CSM framework and within the bounds of the role using the assigned mechanisms.

But I agree with you! However I do make a very firm distinction between an opinion and an agenda...we've been here before on this point I think Talkuth . I've stated so far my opinions on local, bacon, the csm itself, 0.0, pos sovereignty, low security space, piracy and anti-piracy, missions and mining.
I'm not in any way attempting to be evasive or secretive. My opinions are a matter of public record and perhaps people agree with them or not. That's just natural.
I do feel though that as a potential member of the CSM that you have to have a degree of flexibility and while it's admirable to be strong and hold your ground sometimes it is a sign of strength to admit when you are wrong and be able to discuss toward resolution.
Perhaps its a case of semantics here but I see the role of the CSM to bring the players voice to the table and be able to discuss it objectively. Not to just bring my view to the table. I do see your point however and hope that I've cleared up matters.

I have several questions, and taking a page out of Talkuth RelĘs book, I decided to ask each candidate in their own threadą
1)Invention ū A good idea that still needs worką a.Have you ever tried invention? b.What ideas do you have to improve invention?
2)Pilot Security Level ū Should it be more important? a.(In High Sec) ū Should Concord react faster if the victim has a higher security level? If the attacker has a lower rating? b.Should the Security Level of a system affect changes to Pilot Security level changes? c.Should the Security Level of a Targeted Pilot have more of an effect on the security change of the attacker?
3)Industry ū The Creators of Eve a.Do you regularly build anything? b.Do you regularly mine? c.What do you think could be done to improve industry in Eve? d.You have been asked to help with new ships for industrial characters, describe a few ideasą

Well thank you Hamfast. I'm also interested in yours and other players opinions as I feel they are of primary importance. My ideas may give you an insight into how I tick or my depth of knowledge but are not the "be all and end all" of any discourse.
The CSM process requires your (playerbase) ideas in order to function well and it's designed for that, I'm sure you're aware of that so I'll shut up now.
Originally by: Hamfast 1)Invention ū A good idea that still needs worką a.Have you ever tried invention? b.What ideas do you have to improve invention?
1a) No. It requires diverting my skill training from my current pvp/pve orientated goals and as such I haven't invested the time needed to do this. I have considered creating an alt for this purpose but I haven't done this as yet. Perhaps if I can delay some other skills I will do that. I'm currently leaning toward exploration.
1b) Reverse Engineering of "other" technologies (Jovian --oooh!) is an area I think invention could move into. Thus creating not necessarily another tech level but maybe a new tech type altogether. Another tech level can be introduced as well at some point but all of this requires balancing discussion by the devs of course.

2) Probably. 2a) Probably. 2b) Probably. I think I should qualify those answers by saying that there are quite a few ideas floating around based on Security Level, Low Sec, Pirate/anti-pirate and so on. These issues are all interrelated and are worthy of a full get the chairs out, sit down, concentrated discussion instead of being scattered over several forums, sites and so on.
It's a huge area that needs a managed data gathering process and thorough examination from every angle to get the solutions right for the benefit of all players.

3a) In total unabashed honesty I generally make my own ammunition, drones and missiles but little else. 3b) I used to mine quite heavily early in the game, then in Research Associates I was introduced to Mining Ops which showed mining in a totally different light. I rarely mine these days though. 3c) Make it a little more exciting perhaps and make researching more accessible. I realise we have research alliances for this but some people like to be in total control of their own blueprints and also want to copy them, which is a hit and miss process at the minute with copying not generally available or possible and stuck blueprints all over the place.
I would welcome mini research stations - like pos's perhaps and not having such high requirements on placement. Or maybe a ship module that can be fitted to a super-industrial ship? There is room for lots of cool ideas here.
3d) I would like to see some medium ground between Transport Ships and Freighters. It makes no sense to me that you can buy Transport Ships relatively cheaply then you get a freighter at roughly a billion isk and is basically a flying brick.
I've touched on perhaps a research ship with defense capabilities used to copy/research blueprints. Maybe have limited manufacturing. Probably a rubbish idea but that's your job to think of these too.
I hope I've answered your questions in an adequate manner. |

I will be addressing each candidate with the same questions ableit it might be a little late:
1) What do you think about more PVE scenarios, ones which would incorporate a large section of the EVE universe. Perhaps like a war between the races, or a war against a different race. Perhaps it would be a war against a pirate corp where PCs are encouraged to come help out the fleet. This could allow players to get more of a feel in some way fleet battles as well.
2) Along the lines of the above statement, how would you feel if the EVE universe had a vote in how their races interacted. Perhaps in order to get users more involved the races would submit 'Resolutions' to the players on actions they take. Perhaps the Gallente Federation gives some offense to the Caldari State or vice versa, maybe the resolution to those that are members of the Caldari State would say something like, "Should the Caldari State retaliate with military force against system XYZ for said offense?". Then there could be some possible PVE event taken in that sector of space. The Caldari State can then give real-time missions to players who wish to participate be it material gathering, intelligence, combat missions, mercenary action, etc.
3) How would you feel about opening Invention to invent new items that they design, potentially completely new items to the EVE universe? I believe giving the players the ability to customize items and perhaps make something completely new would greatly increase their involvement and enjoyment of the game. This would introduce even more learning skills for those that want to do industry and allow them to decide how and what will improve ships. Perhaps even allowing researchers to invent totally new kinds of ships.
4) How would you feel if the EVE universe could start impacting in some way on 0.0? Pirates and alliances in 0.0 often have influence in Empire space and low sec, what if the tables were reversed? What if players in empire space could pass resolutions for the races to clear out temporarily portions of low sec, perhaps even attempt to clear out portions of 0.0? The idea here would not to attact home systems, but perhaps fringe systems. This could help introduce empire players to 0.0 and pvp, it could also help keep in check mega alliances and factions. In addition this could allow empire players the 'occasional' chance to get some resources in 0.0 if they aid the initiative.
5) Finally how would you feel about creating and opening events to all players and not just the wealthiest alliances in EVE? There could be many talented pilots out there that want to compete for fame and glory, but may not have the ISK to do it. Perhaps if EVE provided weekly/monthly tournaments around the EVE universe and then allowed the winners to compete in a bracket system up to a finale, it would encourage even more interaction. Instead of just giving some enormous prize once/twice a year, they could give smaller prizes for each stage of the contest leading up to the ultimage prize. These could also include side contests like 1v1/2v2/etc frigate/cruiser fights. Find out who the best 1v1 player is, or who the best tandem team is, etc. |

@ Kali Burr.
1) I think it's a good idea and quite in line with some of what we have seen hinted at in faction warfare. Careful implementation would be required as with most things mentioned.
2) Totally brilliant! Excellent and immersive PVE gameplay is something that a large proportion of people want to see, yes, even 0.0 inhabitants because it breaks some of the routine. Again, I see this linked to the up and coming faction warfare in some way. But I'd love to see even just a few of these elements developed.
3) I've mentioned before about opening up not only new tech levels but new tech types such as using reverse engineering to make stuff from Jovian artifacts for example. It's not a million miles away from what you are suggesting here, in fact what you suggest is something like how the player crafting system was in SWG and that was ahead of it's time. Nothing I've seen yet beats that, although crafting in Eve comes close it needs the excitement added that both of us seem to yearn and I'm sure many others. Careful balance implementation would be required.
4) Until you provide further clarification I am not for this. I'm not sure what you mean here? Empire players are very welcome to go into 0.0 space if they either join an existing corp or build up their own corp and move out. Many have done so in the past. That's how many of them are there now.
Before commenting further on this I'd like further information from you on how you see this being implemented, how you plan to identify home and fringe systems and what effect you see the Empire resolutions having on 0.0 space and inhabitants bearing in mind they are constantly defending systems from other pvp'ers in competing corps and alliances?
5) I don't see it as a bad idea in all honesty. It would take up a huge amount of resources from CCP to organise and run though and for that reason I don't think we'll see it happen, but who am I to say that?

Edited by: Max Torps on 07/05/2008 22:32:47 I'm reposting something that I posted earlier to prove understanding of the CSM process and also to hopefully correct some misconceptions (if any). ------------------------------------------
I'd like to quote the roles of the individual CSM members as set by CCP. Just so that everyone reading this will know who does what.
Quote: Summary of Representative Responsibilities
Chairman and Vice-Chairman:
Organize meetings of the CSM Moderate meetings Delegate assignments where necessary Summon Alternates when primary Representatives are unavailable
Secretary and Vice-Secretary:
Record minutes of all CSM meetings Record all CSM votes and results Publish an agenda for each CSM meeting Publish meeting minutes within three days of the meeting
All Representatives:
Attend meetings called by the Chair or Vice-Chair Assist the Secretary and Vice-Secretary with managerial tasks Engage the populace on all issue debates and discussions Represent the public views on issues to the CCP Council
The Roles within the CSM are awarded thus:
Quote:
Selecting a Chairman will be straightforward matter; the Representative with the highest vote tally will automatically become the Chairman and is responsible for the internal council vote of a Vice-Chairman, Secretary and Vice-Secretary.
Should the positions not be filled within three days an appointment authority is granted to the Chairman to fill the positions. Should the Chairman step down as such or as a Representative, a vote is to be held to appoint a new Chairman.
That really wont take long. Once settled, it's down to business.
We must also be aware that Topic Representation has the following interesting clause.
Quote: A topic can be anything that a player considers important. The goal is to either gain the support of a Representative, or gain a 5% public support level on the issue from the total voter population. If either of these conditions is met, the topic must be addressed by the CSM. Regardless of the support method, topics cannot be adopted by the CSM unless they have been open for community discussion for at least seven days.
So the next step will probably consist of CSM's with agenda's making topics available for community discussion and the community voicing what they want as topics. I think that despite the slow take up of this forum that things could get heated, in a good way.
Busy times indeed for those successful in campaigning to be on the council.

Originally by: Max Torps @ Kali Burr. 3) I've mentioned before about opening up not only new tech levels... 4) Until you provide further clarification I am not for this... 5) It would take up a huge amount of resources from CCP to organise ...
I've edited the quote to provide more room for response.
3) An idea for this would revolve around the idea of the Tech 3 implementation being done solely through invention. I would like to see CCP making ships that could have variations (types of fittings, types of resistances maybe, probably not changing amounts of slots). This might allow someone to make a Tech 3 Caldari BS that has more gun turrets than missiles turrets, or maybe has more speed and less armor, or more resistance and less firepower, etc. The idea again being that these are customizations that CCP has balanced in a test run, so that a player cannot make a single uber powerful ship or item. We have enough items and setups there now to see how they affect eachother to help balance new invention. To sum up, it would be an intention that is new to the EVE universe, but not something that hasn't been tested through CCP. I think some people have the wrong idea that making a new invention system would create abusive situations, when the idea is to allow players some creativity, while still within a controlled balanced environment.
4) I think my idea is more for a struggle between 0.0 and Empire over low sec space, not soo much an invasion of Empire into 0.0. Already 0.0 greatly influences low sec space and hinders some players experiences. I am not for a massive day-to-day invasion of low sec by empire, just basically expanding on the RP and PVE elements to have them affect low sec space, not only against factions, but perhaps against some pirate groups or 0.0 alliances who themselves have been influencing low sec and empire space. I find this only a fair reaction. I am not however suggesting hampering actual 0.0 space much at all.
5) I would like more CCP sanctioning of player based tournaments. I think CCP can award prizes whether they are involved in the planning running of events or not. This is an excellent way to get players involved in their own experience and a great way for CCP to show their gratitude for players taking some of the burden on themselves and off the shoulders of CCP, so that CCP can do more things like improve PVE experiences, balance adjustments, and future content. Yes as some candidates have said, there are some events like frigate fight nights and such, but they are often in 0.0, players often get ganked trying to get to them, and some of them are still fairly costly. I think CCP can possibly come up with a system that is reachable by empire players without being ganked, and that players can use to run tournaments sanctioned by CCP. This could also allow CCP to oversee the tournaments and space and be able to intervene if necessary. Perhaps even make a system where players pay to have jump clones installed in a system otherwise not reachable by space and clone jump for tournaments. Or perhaps have a dedicated 'jump tunnel' to get to the event site that bypasses low sec and 0.0.

@ Kali Burr 1) Yes I agree those look like good ideas. It seems to be quite popular too. Perhaps new techs (not just tech 3) can be implemented via that mechanic? Anyway, if you wanted that putting forward I'd most likely seek to support more discussion of this.
2) I think Empyrean Age fits in rather nicely with the concept you are bringing forward.
3) Total agreement.

Hello everyone.
As the voting period is coming to an end, I'd like to take this opportunity to say a few words.
Firstly, I would like to thank everyone who has voted for me for doing so and I will remain true to my ethos as outlined in my posts and blog. I hope that I have the opportunity to serve you. If I do, I will serve you well.
Secondly, I would like to thank CCP for giving the entire player base the opportunity to stand and vote for candidates in the Council of Stellar Management. With Eve being a single persistent universe and characters having reputations to fulfill, this is a brave move and one that I hope succeeds and matures beyond the inevitable initial growing pains.
Thirdly, I would like to thank the majority of the other candidates for making this an interesting first campaign.
Thank you all.
