I'm a packrat, I keep all manner of module drops in my item bay in my homebase, never know what I'm going to want to fly today. So, I was playing around fitting an ECM ship today and I noticed I could use T2 ECM modules with very little training.
Then I looked at the stats, and wondered, why would I want to. It seemed a little strange at first; so I hit "Show Info" -> "Variations" tab -> "Compare" button. Then it was clear, T2 ECM modules are crap. Dropped meta 4 ECM modules have the same, if not better stats all around. If you doubt me, do as I did and see for yourself.
For comparison's sake, I started with the 'Hypnos' Ion Field ECM I vs ECM - Ion Field Projector. The have the same jam strength, same optimal and falloff ranges, same cycle time, use the same PG... but the T2 uses 16 more CPU and 19 more energy a cycle.
It seems odd that the supposedly "advanced" T2 version of the module is not as good as a "lower quality" T1 version. Having just noticed this, I wonder how widespread this T2 gimpiness is, or if it's just T2 ECM that gets the shaft.

It is less than rare, if not common.

Many T2 Items have equal stats to best named. Its sort of annoying form a "yea, T2 should be better" POV, but it doesn't really matter. Your going to want the requisite skills either way, and T2 may be cheaper depending on where your buying than the best named.

Look at the price.
In regards to the higher fitting requirements, if you're fitting say a scorp, it's ridiculously easy to fit anyway. Kitsune? not much harder.

I've been hit over the head by people who preach the "ZOMG YOU NEED T2 EVERYTHING" before, so I found this revelation strange. It's just I'll be looking for easier to get ship bonuses right now instead of rushing for T2...

Yeah, I used to think it was strange that some named modules were so crazy expensive over thier T2 counterparts, then I saw this. And yeah, I'm fitting a Kitsune, so it's that important. =^-^=

This article should clear up everything for you. It is a very tricky thing for newer player when fitting their ships:

Some T2 mods may have the same stats as named T1, but they often have better cycle times, which people seem to ignore for some reason that I haven't worked out yet...

Nice, I wish I'd found that article earler.

Yeah, but not in this case, same cycle time too. The Tribune article covers this quite nicely, ECM is right at the top of their chart.

Not another OMG best named is better than T2 thread.
T2 can be made personally in deep 0.0, best named cannnot.
Concerning the ECM modules specifically, if your using them on an ECM ship you can have them running 24/7 and it wont cap out so why would you buy the more expensive best named?
