Speculation welcome: Why do HAMs have a higher PG requirement than HMLs? Please support your answer with reasons. What's obvious to you may not be for others. . . .

I think you have asked the wrong question. The question should be: why do rocket launchers have lower PG requirements than standard launchers.
The fitting pattern for missiles is generally reverse of that for turrets: short range missiles have harder PG requirements than long range missiles. This is true for both HAM's and Torp's. The exception is rockets.
I believe that the reason for the exception with rockets is because longer range is more useful on a frigate than higher DPS.
On larger ships the range of the "short" range weapons is sufficient for PvP (ie completely covers web/scram range) such that their increased DPS needs to have higher fitting requirements to keep it balanced against the longer range weapons that are impractical to use at range because of flight time.

Short explanation
Low RoF, short flight time, low velocity = low CPU + high PG => HAMLS
High RoF, long flight time, high velocity = high CPU + low PG => HMLS
Long explanation
HMLS have long flight time and high velocity which requires more computer control and thus more CPU. Also, due to the low number of launched missiles per second there is no need to high Powergrid.
HAMLS have short flight time and low velocity which does not require so much control which in turn does not require so much CPU. Also, due to the high number of launched missiles per second a high PowerGrid is needed.
