A possible concept for T3 items would be that they're NOT inherently better than T2, but would be able to push the envelope of whatever T2 items are right now.
The base stats of a T3 item would be identical to that of the corresponding T2 item, but would be influenced by a lot more skills.
For instance, you could have the following skills, all of them requiring Medium Pulse Laser Specialization V as one of the prerequisites (alongside whatever other prerequisites flot your boat, if any) :
MPL Accuracy (2% tracking per level) MPL Focusing (2% optimal and 2% falloff) MPL Efficiency (-2% cap use) MPL Reliability (+20% "heat damage" HP per level) MPL Overloading (-5% heat generated per level) Scorch M compensation (-15% Scorch M drawbacks per level) Scorch M specialisation (+2% Scorch M advantages per level) Conflagration M compensation (-15% Conflagration M drawbacks per level) Conflagration M specialisation (+2% Conflagration M advantages per level).
That's nine new "T3" skills for each single weapon system... out of the 24 available ones. Do the same for all other weapon systems, and you get a grand total of 216 new potential skills (ok, maybe less for missiles, but I'm sure you can find things to improve there too).
This would also have the side-effect of making T2 ammo useful again... but only in T3 guns, with the proper T3 skills.

but what you are proposing will make T3 inherently better as soon as a player gets a few levels in those skills. |

thats whould be a LOT more Skills to specialize in specific weapons. Could be way to much...but i really like the concept of specialize further in particular weapon systems. I whould be happy with your Reliability+Overloading Skills alone.
you can't really compare Ships anymore...imagine a maxed out Harbinger pilot in relation to a char that just reached t2 mediums is a HUGE difference. Shooting with a Zealot @60km optimal with 0.1 tracking and overheatable for an entire common fight (+100% module HP -25% generated heat) is just too imbalanced. I know Conflagration needs a fix...but adding additional skill can't be a suitable solution for it |

I'd suggest keeping it simpler. I'd be inclined to pre-nerf it by making it slightly worse than T2, but able to overheat for about twice as long, and/or perhaps giving T3 modules more varied bonuses when overheated. |

This was mentioned very losely in an E-ON issue a while ago. No details as such apart from the fact they imagined T3 modules and ships being better at handling heat. Just thought I'd put it up here. :) |

Don't want to go into details, but I like the idea of having Tech 3 something special, not only "bigger, better, faster".
