0.0 Nobody cares out there. So blast away.
0.1-0.4 Every area where there are no gate guns. Phear the Gate Guns. Oh and if sec rating is worth anything to you you might not want to open up.
0.5-1.0 If you've always loved watching "The world's greatest police chases" and have always wanted to see if you can outrun them then try shooting here. CONCORD loves to test out their rapid response uberpowergank squad. (sec rating drops here too BTW)

Just a small addition, empire 0.0 space (such as Egbinger, Molden Heath region) is NOT free for all. Make sure it's an all-0.0 region.

Nothing is safe, because any noob alt can declare a war on you and then you and your corporation is screwed. The griefer corps do this all the time.
CCP refuses to acknowledge that PvP in 1.0 systems shouldn't be nonconsentual. They ban Zombie because Zombie forgot to declare war on some corps first.
The whole concept of non-consentual wars in 1.0 systems is absurd and stupid, and CCP (and every other person with more than 2 working brain cells) knows it. And yet, they continue to kow tow to the griefer caucus.
It's high time that CCP abolish the concept of non-consentual corp wars in 0.5+ space. For corps that want to PvP with each other, allow that. Otherwise, have the same rules apply. You want to gank someone because you like to gank people? Move to 0.4 or lower and fight like a man.

For your information, Zombie was banned because the GMs showed up in Yulai and asked them to stop and they wouldn't. Get your facts straight before you go spouting this nonsense on the forums. --------------------------------------------------------------

.4-.1 and named 0.0 spaces you can fight in the belts or away from the gate guns. You still lose sec status though.
0.0 anywhere, but you will most likely die to an alliance blockade before you get to far into it.
.5+ you will lose your ship to concord if you fire on anyone. If you fire on someone and do NOT get destroyed (by evading concord through use of MWD or other means) it is considered an exploit and you can be banned.
Currently that means that 5000 pirates have kestral alts with cruise missiles equipped and a friend in a hauler sitting next to the gates in high sec space. That way they can mwd to the industrials and fire 4x cruise at the point blank, and then their friend grabs the loot while they get blown up.
Hopefully the cruise missile changes will happen soon and along with criminal flagging this will return high sec space to a modicum of safety.
As far as the non consentual war comments. I happen to agree. It doesn't make sense for concord to allow wars in high sec space. It's their job to protect non combatants.
Of course I don't know too many places you can have consentual gang wars next to a police station either, so perhaps realism isn't what they are going for. In any event, I think they need to put a stop to high sec nonconsentual wars. They are currently being almost exclusively used as a griefing tool.

I really don't see a point in banning non-consentual wars in secure space. You ****ed some corp so much and now they're ready to declare war on you? you kinda had that one coming. Banning non-consentual on >.5 will simply mean that no fights will take place there, stuff are gonna be a hell lot more simpler, and more boring on top. I think the point CCP is trying to make is that they try to avoid undeclared and occasional hostilities and thats about it. Everything official is ok. If you really cannot afford to ever have a war on you because of some eeevol tactics, stay in your newb corp, and never, ever leave secure space unless you're on the offensive. I think its a fair price to pay for such a tactical advantage.
