Besides ore types, what are the real differences between these sectors? I was under the impression that <.5 is low sec, but people seem to be referring to 0.0 as itself and 0.1-0.4 as being low sec. Are the dangers not the same in all of them which means being blasted by anyone?

0.0 has some extra nasties. Warp disruption bubbles and bombs spring to mind.
0.1-0.4 have some limited protection from gate guns (actually very limited).
0.1-0.4 has security status penalties. 0.0 has none.
0.0 can be "owned" through sovereignty.
Rats get bigger and badder as the sec rating drops.
These are the main ones off the top of my head.

The ore gets better when going to lower security.
But mining with the menace of pirates is close to impossible, so, mining in 0.1-0.4 is very often useless, you loose more in barges than you earn in ores, you'll make better money in 0.5-0.8 I guess, even 0.9-1.0 could be worth it because the tritanium has a good value currently. Check the mineral yield and prices, there are mining guides and calculators for that.
Another thing, but I'm not totally sure : you could get better things from exploration complexes (but they will be better defended) in lower security systems. I'm not into exploration, only lending a hand and loosing a ship there when it helps... -- Pocket drone carriers (tm) enthousiast !

There are generally three 'zones' in EVE: high-sec (0.5 - 1.0), low-sec (0.1 - 0.4) and "zero-zero"/nullsec (0.0).
The difference between 0.1 -0.4 systems is mainly cosmetic - I believe you may get a few less sentry guns at gates/stations in 0.1 compared to 0.4, and the NPC spawns and ore are a little better the lower down you go.
However, 0.0 is completely different and completely lawless. There are no sentry guns whatsoever - in fact there are no laws whatsoever and no crimes, so people will not lose security status regardless of what they do. Also as was pointed out above, certain game mechanics (warp disruption bubbles, bombs, and more) can only be used in 0.0. Add into this the sovereignty; alliances 'own' areas of 0.0 and want to keep potential hostiles/spies out, so they will likely have gatecamps set up at the 0.0 entry point with all of the goodies that 0.0 allows them (bubbles, interceptors to get the initial lock in, etc).
So yes - big difference between low-sec and 0.0, the biggest of which is probably the capabilities of gatecamps (bubbles + interceptors means you will almost certainly lose your ship and pod, whereas in low-sec you stand a better chance of running through, and will almost certainly get your pod out even if your ship goes), and the probability of gatecamps (much higher).

Theoretically, the ore gets better. Practically, right now, given the current mineral prices, the ores you find in highsec too are the most valuable ones, so the only better ones you can find are in 0.0

That actually works in 0.3 and lower. 0.4 and up requires standing with the faction and starbase charters. |

The way i understand it, a POS can only engage in moon mining in 0.2 sec or lower. So while you may build them in 0.3 or higher, you better do so for another reason than T2 resources.

I'm pretty sure it's 0.3 or lower for mining. I've never had need to put one in 0.3 though.

Even 0.0 has varying "True Security" levels that you cannot see in-game. The levels are negative values that go down as low as -1.0.
Generally, the lower the value, the better the resources you'll find and the tougher the rats will be.
0.0 has no NPC security and you will not get any negative security hits or flags for attacking someone there.
0.1 up to 0.4 is lowsec and has guns on gates and stations. These guns can act as a slight deterrent for pirates, but if they use large ships then it won't bother them. When someone attacks you in lowsec they will get a security hit. Nearby gate/station guns will attack them and for 15 minutes afterward they will be flagged to be attacked by station & gate guns should they fly near any.
