hi - all the contacts I have are a maximum of level 3 - i have a standing of 9.5 with one of them - how do i progress to L4? do i just keep running L3 till I get introduced to a new agent?

You find a higher level agent by going to your character sheet (1st button on the neocom), from there to standings/liked by and pick a corporation listed there. The higher your standings with the corporation, the faster you can get a level 4 agent. Then show info on the corp of your choice, go to the agents tab and check if any are available.
You will not just get introduced to a higher level agent. You need to fly there and talk to them. If none are available, just continue doing level 3 and at some point they will get available.
To find what standings you need to work for an agent, show info on the agent, go to the agent info tab and at the bottom of those stats it will say what standings you need.
You can also train the skill Connections to speed up the process.
Note that the lower the quality of an agent, the lower the standings needed to work for them.
