Just wondering which NPC's sell these BPO's?
I thought that they were ORE BPO's but a corp mate went out to ORE region and could not find any listed on the market?
So I was wondering if they are drop only BPO's or is there are people that have default buy orders setup to buy every one off the market after reseeding every day?

IIRC, they are available for purchase in certain ORE stations.

They're in outer ring, seeded in ample quantity try looking again. 4C-B7X has 2 stations seeded with them, if you don't see them you're in the wrong region or have the wrong market settings.

Or buy the bpo's at Jita market.
There are several for sale with a 10% markup.

Got a quick question, anyone happen to know why the BPOs are so damned expensive? It's just that you can buy battleship BPOs for less then a retriever. Just doesn't make sense to me.

Lots of miners out there - great isk sink. Barges don't blown up nearly as often as BS

For the same reason that many industrial/science skills are expensive. Provides an extra ISK sink for playing who don't lose ships in combat very often. But also i think if they were cheap and available in empire I think a lot of ISK farmers would just purchase and to build their own barges rather than buy from market.
