Couple questions about this--
1. Does the battlecruiser link(mining director/laser optimization) work on everyone in the system the same as mining foreman does?
2. How many people can receive the benefits of this at maximum? (With proper gang/squad configuration)

needs to be in the same fleet and i belive it gives a bonuse to mining formen. It depands upon how many people you can give your bonuse to.

Best results are in the belt, as you'll also provide security (or should, being that you can arm yourself).
It's highly recommended you get Wing Command 1, and if you're looking to further this, start slowly training to a command ship, but Warfare link V will allow command processors to allow a the two more links. Another good bit is to dabble in the other commands as well, so you give a lot of bonuses than just mining.

1. The link bonus works on everyone in your fleet that is undocked and in the same system as the battlecruiser pilot does.
2. As many as your/your commanders' skills can handle the fleet, e.g.: Level 5 Leadership with you as Squad Commander and booster, you can have 10 people boosted (including you, if i'm not mistaken). You might want to read the explanation in Halada's Complete Miner's Guide 2.2, page 45.

With bonuses, everyone must be undocked in the same system:
Squad Commander provides bonuses for up to 9 other people in their squad (plus themselves), with leadership V.
Wing Commander provides bonuses for themselves, and as many squads as they have skills for (up to 5) provided each squad has a squad commander of appropriate skill. Last I checked Squad commanders DO NOT get any bonuses other than their own. Which sucks.
Fleet Commander provides bonuses for themselves, and as many wings as they have skills for (up to 5) provided each wing/squad has a wing/squad commander of appropriate skill. Wing commanders DO NOT get any bonuses other than their own.
If your squad commander docks or goes into another system that entire squad loses the bonus, so you can't have a hauler say as a squad commander or you will keep losing / gaining the bonus as they dock/undock etc.
The simplest answer for how many is 9 + the person giving the bonus, before you need other people to have the skills and sacrifice the bonus themselves. (In exchange for only their own bonuses).
It's been a while so they might have changed it so that squad commanders get others bonuses, because it's just silly that you get rewarded for training such skills by NOT getting the bonuses you are helping to flow down. It has been like that since they introduced fleets :\

As I understand it, if the chain breaks, all under the missing link lose their bonuses ?
Example: Fleet commander gives everybody +10% shields. Wing commander gives all +8% shield resist and +10% armor. Squadron commander gives everybody +10% range.
If the wing commander docks, everybody loses his 10% shield-bonus, nothing else. If the Wing commander docks, his wing loses the fleet commander's 10% shield-bonus, the wing commander's 8% resists and 10% armor amount. Now if the Squadron commander docks, his squadron loses all the fleet's bonuses.
If this how the fleet functions ?

As long as your direct supervisor/leader is undocked, it propigates through the chain, using the highest bonus per.
I typically run 2 squads, one for the miners with MF 5 and leadership 5, another person with various tactical value leadership skills for the hauler/security squad. I then assume fleet command with my leadership bonuses. The haulers SL stays undocked and with me, and the miners stay out and mine... this provides bonuses for tactical use for everyone, mining bonuses specifically for the miners.
As long as your leader is in system you recieve the best bonus in the "chain of command". Centermass Solutions CEO
