Here is my proposal...
a) Miners can only be attached to ONE frigate and ONE cruiser per race b) For really efficient mining you need a barge c) Barges can only be flown by people in player corps d) Level 3+ missions are only given out to people in player corps as well (can be roleplayed, such as... "omg you are not reputable enough for me to give you missions", etc...)
I guess this would have the following positive effects:
1. Macromining would be heavily nerfed, to a point where they would have to start contributing to the general enjoyment of the game (more on that... later) 2. Heavy PVP 3. More patience regarding upcoming factional warfare because there is meaningful PVP now for the masses

Because they would have to implement protective measures... specialized pilots flying PVP fitted ships, etc...

I don't think so.
a) and b) The advantage of a barge is that it can equip strip miners, mining lasers are for all other types of ships, as well as mining drones. c) And what about crazy loners and misanthropes? d) Nice roleplay thing, but still - what about the misanthropes?
Macromining can only be nerfed by making mining far more interactive (a minigame or something).

Maybe lower barge skill requirements strongly, maybe even introduce a character generation path that allows mining barges from day 1? Whatever...
b) MMORPG... stands for "massive multiplayer online role playing game"...
Well... "multiplayer"... there is some strange mutual exclusivity with "misanthrope" if you ask... me.
c) And your solution with minigames are not as much fun as an empire wide gankfest of righteous people against farmers. Operation "tillerstorm", cleansing this part of the universe from farmer scum.

No. Unless you come up with ideas that only affect macros and no one else you will not get my support. Inconveniencing / nerfing / punishing the vast majority of players in a feeble attempt to hit a minority is not going to be a viable option to fight against the minority.
It's much like putting everybody into jail because then all the real criminals are in jail, too. Get your collateral damage below 100%, to say, 10% or so and we can start talking. Your proposals are just not reasonable.
Besides, the ISK farming accounts are serving CCP. They are the sources of the ISK trails that the GMs can follow to the launderers and distributors of the illicit ISK. Starting with the farmers you can find out the whole network, including the customers. Then, when the majority of the operation is uncovered a massive strike with the banhammer is done and all the macro accounts, launder accounts and distributor accounts get banned. All the ISK buyers get their wallets fixed and the forum community has something to laugh at the "OMG MY WALLET IS NEGATIVE BAD GMS WHAAAAHWHAAHWHAAH!!!" threads.
The macros are just the peons. The lowest priority targets. That's why you see so little done against them. Report them when you see them as they are where the trail starts. Don't demand game-breaking features to inconvenience them as you'll punish the whole community with it.

If you like anti macro gankfests, join Jihadswarm. Look how that turned out.
Don't get me wrong, i'm all for poping macrominers and macrofarmers. But this has to be aproached very carefully. And as for misanthropes, by that I mean players whos' only multiplayer interactions are selling their stuff on the open market or getting the hell out of a system as soon as anybody apears in local. They usually just fly around and do exploration.

How does forcing macroers into player corps really help? 23 hours after a war declaration all relevant players in the old corp (ceo is some worthless alt) will be in a new corp and the ceo alt will be added to the biomass pool. That's 3 million ISK per day maximum, with more costs for the war deccer... macroers can spare that ISK.
