I've checked the ship setups thread and it has a lot of fittings with T2 guns, which I can't use. So can someone give me a cheap setup I can use for gang/solo PvP ?
By cheap I'm probably looking at unnamed T1 gear, though I'll probably switch out some modules for cheap named if it isn't much more expensive.

You could use T1 versions of the other fittings, like was suggested.
Here's a less conventional fit that sacrifices gank and tank in exchange for the ability to quickly land on top of your opponent, even if they've safespotted. I will personally attest to the success of this fitting, although you are advised to only use it against frigs, destroyers, and newbs in cruisers. Also, fit the guns last, especially if you don't have Advanced Weapons Upgrades trained up.
H: Three of the biggest guns (blasters only) that you can fit after everything else is fitted, Recon Probe Launcher, Prototype Cloak (optional)
M: 10mn MWD, 2 point scram, webber
L: Medium Armor Repper, 2 active hardeners, 2 CPU Enhancer II's
DB: 5x Medium drones (T2 preferred)

and less balls-to-the-wall variants
The 1600mm Microblaster Rax
5x Light Neutron Blaster 10MN MWD, web, point 1600mm plate, 2x EANM, DCU, Small Rep
The 1600mm Electron Blaster Rax
5x Heavy Electron Blaster 10MN MWD, web, point 1600mm plate, EANM, DCU, RCU, and EANM/MFS
The 800mm/Ion Rax
5x Heavy Ion Blaster MWD,web,point 800mm plate, EANM, DCU, MFS, RCU
Note that with max skills and a PG implant this'll fit without an RCU (T2 won't though)
Drones for all variants are 5 mediums of your choice, Hammerheads and Valkyries are common choices, as are Vespa EC-600s. Ammo is Antimatter, of course. If you can get them, use X5 webs, for 300-700k they're far more effective than a base T1 web, one of the game's best value-for-money mods when fitting ships cheap.

Personally i go for the 1600mm electron setup with fed navy antimatter and ECM drones and a small armor repper.

yup yup :)
i like the full on gankrax, but then i mainly fly in gangs where theres less chance of getting shot at. For solo work its electrons and a big plate for me. All good set-ups though. Very solid lil cruiser when you got skillz. IIRC you can put out silly dps with neutrons (for its size), although I don't have numbers to hand.
I normally go for damage drones, just becuase i like damage but again, for solo ECM is normally the better option.

Never even think about putting small guns on the thorax. It is just about the worst possible fitting in EVE.
Bring up the ship and take a look at the type of bonus it gets. Yes. Medium hybrids.
The sole point, and the ONLY reason to use a Thorax over any other cruiser is DAMAGE. You will NEVER get that if you ignore the ship's only damage bonus. Use the vexor with small guns, most of the damage comes from the drones anyways. Or use the rupture w/ a 1600 plate and dual 180's- you actually get the damage bonus! Even the suggested RCU fitting makes more sense than small guns.
A properly fit/flown vexor/rupture/thorax will beat the idiotic small guns thorax every single time.

Sometimes it's okay to go against the bonus in favor of survivability. All t1 geared with small guns + hammerheads I do about 250 DPS. Not much but in a gang its nice. Hell, get two of those thoraxes together and you have two tough cruisers without spending much ISK PLUS together they'd do about 500 DPS.

So your only counter to that argument is that you got 1 kill with it ? At least Triksterism gives a decent argument for it. So I'll consider it if I find my survivability with medium blasters is too low.
I'll try the setup Ashina Sito linked to unless someone can tell me a problem with it. So I'll be running:
Highs: 5x Heavy Ion Blaster (antimatter) Mids: Warp Scram, Stasis Web, 10mn MWD Lows: Medium armor repairer I, Damage control I, EANM I, 400mm Steel Plate I, RCU
With adjustments to named as I see fit.

if your gunnery skills are good can add some ECM drones to spice things up, they work nicely against other cruiser sized ships and smaller stuff
