Soooo, I was just building different fittings for PVP and working a bit on my domi mish setup until I said, heck, let's see what would be the BEST setup anyone can come for the L4 missions/Complex (and having universal tank resistances rather than specific - therefore better survivability rate vs PVP) & for you grandpas Cap II BPO owners, PVP.
Basically the best DPS & most importantly, continuously tanking.
So the fitting I came with is the following.
Rattlesnake:
HI:
6x Estamel Modified Cruise missile Launcher
2x Naiyon's Modified 425mm Railgun
MID:
1x Tobias Modified X-Large Shield booster
3x (1 each) Estamel Heat/Ballistic/Photon Fields
1x Estamel Modified Invulnerability Field
1x Estamel Modified Shield Boost Amplifier
LO:
1x Estamel Modified Co-Processor
2x Estamel Modified Ballistic Control System
3x Chelm Modified Power Diagnostic System
RG:
2x Capacitor Control Circuit II
1x Anti-Explosive Screen Reinforcer I
Stats: 17.7k Shields / 11.6k Armor / 11.6k Structure
Resistances: 79.6% EM / 83.7% Thermal / 87.8% Kinetic / 81.5% Explosive
Defence /s (Uniform damage): 1507 Sustained / 1619 Reinforced
Damage /s: 635 w/o drones / 784 w/ Hammerhead II
Notes:
1 425mm OFF -> 23.5 minutes Sustained 1619 DPS tank
2 425mm OFF -> Perma Sustained 1619 DPS tank + Cap recharging @ 2 units /s
Now, my own question is for you people who are into commander fitting and faction ships, HOW MUCH all the ↑ costs???
Is it 10 bil? Maybe 15?
I have never used faction/commander ships/fitting rather than the ordinary named and T2. So please comment the fitting and ship of choice, rattlesnake.

the invulnerability field alone has gone for 10 bil before, if you have the money to find buy and fit all that to a rattlesnake you probably have enough money so you dont ever need to run missions again 
also I would expect that once someone scanned that ship once you would have entire corps hunting you nonstop to suicide gank it.
loosing 30 ravens would be worth it to kill that thing.
edit: also dmg kinda sucks on that thing for the money being spent, stick all that tanking stuff on a nightmare and you can blow that dps out of the water.

Do you really need two explosive-specific shield hardeners (module and rig?) Shields have the highest natural resistance against explosive, so it seems like a second invulnerability field would be a better choice than the exp-specific hardener.

He doesn't have an explosion specific hardener. He has EM/Themal/Kinetic then the invuln field so the anti explosive rig isnt that pointless, i'm sure there must be a better option though.

Why use a rattlesnake? you will easily tank any level 4 with that gear so you might aswell use a cnr for better dps or even a golem.

I'm amazed that these stats are not that much better than my CNR being a full-officer fit (and my CNR is only t2 fit). All in all, your shield boost is about 25% better than that of my CNR, your resistances are about 5-10% over what my CNR tends to have for some missions I do. Your DPS is however 33% better however.
And you accidentally mixed your resistances. My EFT says this fit would have:
83.1% EM | 83.7% THERMAL | 87.8% KINETIC | 75% EXPLOSIVE
It's very impressive, I'm sure in this ship all you have to do is just let out a sigh and all the rats in the pocket will pop.
There is such a thing as investment vs. turnout however, so this isn't a really good thing to do unless you are just wanting it for bragging rights, then spending more and getting high stats is your goal. I'm pretty sure this would go in the realm of 20-25 billion; and I would not be at all surprised if I was wrong and this turned out going into borderline Titan-range ISK.

Well a tii passive rattle may as well blow some isk on nice bcus, but it can practically afk any mission.
Anyway looking for the "best" mods doesn't make the best ship, most mission runners are after good isk/reward rations (even if they dont know it) and there's bugger all you could do in that you couldn't do in a tii fitted golem which, if you had the skills for that ship maxed, you're also be capable of piloting.

4 Estamel Seige with dread torps
Mids
Gist x xl booster, pith x boost amp, 2 estamel invuls, 1 pith x photon, 1 drac cap recharger, 1 t2 painter
Lows
1 drac cap power relay, 3 estamel bcu's
Rigs
T2 flight time and t2 speed rigs (missiles)
Gets a 46km range 1571dps with max skills and can perma tank 2049dps., switch out the estamel launchers for t2 lauchers and max skills and u can get 860dps with javs out to 68kms
add drones into the mix and its pushing over 1700dps, or just over 1000dps if ur using javs
of course this would be the biggest gank magnet in all eve, u would have legions of players trying to kill u.

i can do all lvl4 mission in my dominix, having 5x sentries II and 5x 350mm rails its like having 10 guns. I can perma run LAR II, in case some bad mission, i can fit amarr LAR for extra reping. Whole dominix costs me 100mil or 200mil if amarr LAR is fitted. And i can easily refit it to suit PvP needs with neuts and ogres II.
Why, oh Why would somebody spent 30bil on a faction BS which will go pop in second when there is a neuting domi around? Not to mention that u cannot, simply CANNOT get those rails, and rails are limited in use anyway.
For missions? only for e-peeing, nothing else. I can do all missions faster then pilot in this rattler..And i would go anyday 1:1 in my dominix against this kind of horrible fit.
