What I like to do,is just as the above - except I do it twice and then I warp between the two bookmarks and create a third bookmark. This third bookmark is the one I use as the safe spot.
The first two bookmarks are along warp lines between two known points - I don't know if they can detect you if you happen to be there as they warp past but I have seen other ships in my own gangs that were warping with me so I wasn't sure about that.
Don't know if it really makes any difference but it makes me feel safer. 
Now ... this doesn't have anything to do with 0.0. It's just how I make safe spots anywhere.
If there are any differences in the way you make safe spots in 0.0 I'm unaware of them.
Lastly, you want to have several safe spots, not just one. That way if they are trying to probe you down, you can just keep continually warping from one safe spot to the next, possibly making more as you go until they get tired and go away.

If possible, warp to your safespot at a different distance from a different direction each time. Occasionally delete the old one and create a new one at the 100km or 70km away point. If somebody probes you down while you're cycling between safespots, they might just wait for you at one spot until you come back to it.
Better safespots would be off-plane ones, which you can only get by doing missions, exploring for cosmic anomalies and signatures, or probing down ships and drones who are off-plane doing missions and exploring.

Be wary of making an in-line bookmark. Try to make a triangulated BM instead.
When going from A-B drop BM, go back to BM, then find another spot which is not parallel to A&B, then warp to that third (off line) location to drop a second BM for a better SS. Create a bunch like this in system (threat dependent) then always be on the move going from SS to SS in case you are scanned down.

TBH i don't think it makes much practical difference. As long as he's got a cloaking device (train Electronics V) any safespot that nobody else has a bookmark to should be fine.

Safespots are best placed as far away from any warpable positions, so always look at the system map and try to create your safespot in the most empty/remote area of a system . People trying to find you will look there last as the normal method of scanning out uses warpable planets moons belts etc . Unless they are uber scanners/probe experts it will take quite some time to find you, enough time to log off for example.Also bear in mind the max range of a ships scanner .

Open Map. Switch to Solar System Map with the button in the upper right corner.
You can then see where the planets are, and which two you can warp between in order to get a spot in the middle that's far away from everything.
