One little question:
Why aren't there missions in 0.0? I would imagen that missions in 0.0 would get more people to stay in 0.0.

There are missions in 0.0. Curse region has angel Mission, Stain has sansha, etc etc... wherever there's faction station. Also cosmos agents around afaik.

There is but it's mostly in NPC owned space like Serpentis, Gurista, etc. Usually a lot more unstable and dangerous in these sort of areas as opposed to a competent Alliance held space, not to mention a lot of people have crap standing with npc pirate factions.
But yeah, I wish you could "attract" npc agents to Outposts or Stations in 0.0. Of course if you did this, all the LowSecers would complain about boosting 0.0 rewards.

Problem is that most agents in 0.0 are pirate NPCs. A lot of players have negative standings to pirate NPCs.

Missions in 0.0 would most certainly not make more people stay in 0.0. Did it ever occur to you that maybe people move out to 0.0 to get away from the sorts of people who think doing the same boring missions over, and over, and over again is fun?

Yeh, cause we all know that warping from belt to belt and blowing up the same 6 ships you blew up in the last belt isn't at all boring, don't we?
Personally I think it's an interesting idea. If the corp holding the station has good standings to some empire NPC corps then those corps might send an agent out there. I doubt it would work with the current agent missions as the rewards would be a bit out of place but it would be an area that could be built upon.
Exploration kinda fills the gap in 0.0 between belt ratting and mission running but that involves quite a large amount of time investment to find sites in the first place. I know some people think it's all about the ISK but to others it's about having interesting things to do.
