Yes, you can use one all over EVE. You can however not enter 0.5 or above, nor use it for pvp in 0.5 or above. Just stay there. And mine.

Carriers (and capital ships in general) cannot enter space above 0.4 as they require a cynorsural field to jump to systems, and they cannot be activated in high sec space. You also cannot build any capital ships in high sec (not any more anyway).
However, if you actually had one in there you probably could use it in some way.

why do people setup buy orders for carriers in jita among others then. lets say that someone could actully build one there. would you even be able to fly it out?

Yes, you could fly it out(if you could build or buy it there). And you could fly around Jita in it . But if you jumped to low there is no return. Search forums for veldnought
