going to buy one of these today to try out. was hoping to get a discussion about the pro's/con's of each. why is the eagle 20-30 mill cheaper than the cerb, and at sniping range can the eagle pump out enough damage to kill (assuming 250 II's, etc.) before a target gets into range?

The eagle wears a single hat - that of the speciality anti-support sniper. While it performs this role incredibly well it's pretty much a one trick pony as far as most people are concerned. Less common is a blaster fitted eagle which I understand can be fantastically lethal but I have never personally witnessed one in action.
The cerberus on the other hand is a more flexible ship. It can fling a heavy missile well beyond 150km making it well suited to the role of anti-support (not as well as a turret ship thanks to missile travel time). It can fight with HAM's well outisde even point range. It does full damage when Nano'd (though it doesn't exactly win any sort of speed award). It can be fit with assault launchers and be used as a anti-nano ship (assuming they aren't the truly fast nanos)

I fly both and the above post is an excellent summary of the 2 ships. To put it in context with my skills:
Eagle: 175 DPS at 185 Km (5 x 250mm Rail) 420 DPS at 7 Km (Heavy Neutron)
Cerberus 390 DPS at 50 Km (HAM) 320 DPS at 165 Km (Heavy) 175 DPS at 87 Km (8 Km/s vel, 5 Km/s exp vel, T2 light missiles)
Figures are approx, as I can't remember them exactly, but they are all close.

No. It can wear a lot of hats. It's just not as effective at wearing those hats as a Deimos unless combat goes past 20km.
Magnetic Field Stabilizer II Magnetic Field Stabilizer II Magnetic Field Stabilizer II Power Diagnostic System II
10MN MicroWarpdrive II Large Shield Extender II Large Shield Extender II Sensor Booster II, Targeting Speed Invulnerability Field II
Dual 150mm Railgun II, Antimatter Charge M Dual 150mm Railgun II, Antimatter Charge M Dual 150mm Railgun II, Antimatter Charge M Dual 150mm Railgun II, Antimatter Charge M Dual 150mm Railgun II, Antimatter Charge M Medium 'Solace' I Remote Bulwark Reconstruction
Core Defence Field Extender I Core Defence Field Extender I
251 DPS, 20km optimal. Very awesome tracking. Perfect for small gangs. While the Deimos will do better damage and be able to move a lot quicker using 200's and AM. It's optimal is only 14km, and its tracking is much worse.

I also pointed out that it's a one trick pony "as far as most people are concerned" indicating that I recognize that other fittings exist besides 5x 250mm Rails, Spike M . . . etc.
Besides, your ship there is fairly clearly designed in a close range anti-support role, probably anti-nano or anti-tackle, and 20 KM from 150mm II's with anti-matter is sniping as far as that ammo/weapon is concerned.\
At any rate, I recognize the ship can fufill other roles, it's just that It's only commonly credited with the anti-support role.
