I have two questions the first can a carrier be cyno in to a level 5 beyond the gate if the gate will not allow a capital ship in ?
Question two can a carrier take out a controlee tower with its fighters if the shields are off line in other words can the fighters hit the structures

Im relatively sure you cant cyno into a deadspace complex.
If the shield is offline sure. Keep in mind that fighters, afaik, move faster than they can track though.

tracking is a non issue for stationary objects. it's that whole transversal velocity thing vs angular velocity thing.

For some reason most in eve dunno shiat about tracking. I got this great quote from i guy i know;

No, that's not true, as any fast moving ship pilot or heavy drone user can tell you. If something is moving around you and you're stationary, it has the same tracking difficulties you do.
This is one of the reasons crows are so popular and why heavy drones will miss a stationary frigate more than a moving one.
