This has been a bug since EVE went retail and continues with todays patch. Factories and labs are supposed to be on a 3 day billing cycle but in actual fact after you pay the 1st bill you either dont recieve another or its put on a 30 day cycle. (Dont know which). I have factory slots with a due date of last monday under the corp/properties tab.
Its nice that your trying to deal with the slot situation but how about fixing the basic bug first? ;)

I recommand the bill should not be paid manully, the bank should directly withdraw the ammount from your account.. 3 days cycle is insane if it works.. Did anybody never take vocation?

If there was unlimited slots I would agree. However since there is currently a 16 slot limit I think it should expire-then release. Slots going unused is bad since there is a limit.

One possible solution that should be up for debate
Two day Pay or Release; Use or Lose Solution:
One way is to actually release the factory slot upon non-payment.
- Length of rent / term is 2 days. If at the end of 2 days - check to see if 1) they have paid (if not terminate the lease) 2) If it has sat idle for 1 term (2 days) do an immediate and automatic release.
That way - the 800% increase in rent will have an effect. It will have an impact, an influence on the CEO/Accountant's decision on paying for 16 or more slots across the galaxy.
Also give the ability for a CEO to release a slot from across the galaxy rather than wait for a full term. This gives the CEO to be curteous to the rest of the Galaxy.
NOTE: 3 days term would be ok as well.

just give corps seperate slots, and current slots are personal use only, how many slots you can rent based on your related skills. problem solved. also if later corp can build own stations, then get rid of the slots owned by that corp, and let it build its own slots. i still insist bill should be paid automaticly. You must think about everybody could have some important things to do and can not online for several days..

I agree that the rental period is a critical bug.
However, no judgement can be made on how effective or ineffective the changes to rental fees will be in freeing up factory slots until this bug has been fixed.
Personally, I'd like to see some setup that combined increased factory slots with preferential access for those corps with offices at the station (with increased office rentals to reflect the advantage). After all, people who have put in the effort to organize a corp should have *some* advantage.
