There are continuous fights in here about PVP this, PVP that, slow down the nanoships, do something about titans, make cloaks detectable, stop the blob, make bomber bombs useful, etc. etc, etc.
It really appears that the next big initiative of CCP should be PVP balancing.
There are several different things that might be done to rebalance PVP, I'll mention a few here.
1) Enable some useful Area Effect damage weapons for non-titans. The stealth bomber bombs were almost a good start, but they are too broken with their hideous restrictions and cost. If Area effect is too much server load, then perhaps cluster munitions that attack your target and one or more other enemies near them. Area effect munitions will go a long way towards controlling the armor/shield tank blob. Almost every ship can jettison currently - what stops them from jettisoning a deadman switch bomb that goes off either when they warp or when their ship is destroyed?
2) Create a locking module that when activated will allow you to warp directly to an enemy. First you must target the enemy, then you must activate the locking module, and when you try to do so, the enemy you are trying to lock up for warp-to gets a popup that someone is trying to lock onto them for a warp-to lock. Regardless of any other skills, such a lock should take at least 30 seconds, and should be considered a hostile act in non-0.0 areas. This will allow non-speed tanking ships the chance to close the gap with speed tanking ships for at least a few seconds every now and then, or force fragile speed tanking ships to jump around a lot. This will reduce the popularity of speed tank blobs.
3) Allow for some defense or restriction on cloaking that will force cloaking ships to take at least a marginal risk every now and then. The time and effort to get into cloaked ships is not significant in comparison to the absurd advantage one can get from cloaking.
EVE is currently almost strictly two types of PVP. Sniping (nano) and Slugfest (blob), though granted there is a decent amount of small ship dogfighting mixed in too. For balanced PVP, there needs to be more accessable types of PVP. There are too many gaping holes in PVP that people _want_ to fill, but cannot because the tools simply aren't ingame.
I think just about all PVP players will agree that there are problems - what the problems are is likely to be hotly debated but I think just about everyone can agree that there really isn't an acceptable range of cost-effective tactics available for well rounded PVP.
