the idea is great, but the price isnt in balance with reality, as other said, its much easier to just make one char self.

FIRST OF ALL, YOU LIE. Thos toon is completely USELESS.
he has no skills related to alliance management, he has no "Soverenty" skill. What the hell is the point of having an alliance which can not claim Soverenty?
Secondly 1 bil for a 3 mil SP character which I CAN MAKE FOR FREE, using a Steam 21 -day FREE trial account is purely ********. You sir are a boufoon who is clearly trying to manipulate prices and scam some noob into buying what potentially is a most useless character for over 1 bil isk.

First of all this is not a scam, the toon does exactly what is said she does= create an alliance, nothing less nothing more.. If u want complementary skills that give u more than that then skill em but I'm not selling something here that is less then is described!
Secondly u can not make something for free that has cost me way more then just a month of skilling; if u can skill at 3milsp/month PLS tell me how! This toon is an alt on a regular account, the same TerrorLucy is on, maybe I've over-estimated its value so I'm willing to tune it down but as I did invest the skilltime and will have to pay for the transfer I do expect a minimal back.

The OP can ask whatever he wants for the char.
Your options if you want to start an alliance are to train for 5 weeks or to trust a third party with 1 billion isk to start an alliance up for you (and then pay there fee)
Or you can buy this char and take a) the time waste and b) the trust factor out of the equation.
It has 3.7 million skillpoints and 3 plus 4 implants.
Using the 200mill per mill skillpoint rule of thumb combined with its specilisation - 700mill is actualy cheap - though obviously aimed at a niche market.
As such, its a valid character to put up for sale.

Just wondering if someone would be interested in me now that FW is out and corps are reorganising for this..
All I ask is basically a refund in isk of the transfercost and skilltime invested;
