Do we know what regions will have the sovereignty switched to Warzone, besides Black Rise?

All lowsec will be warzone, I think.

From what I hear every system is a war zone, but if you fly a ship into an opposing faction's high sec space you're going to have navy patrols on you. Supposedly these NPCs can be tanked and killed, but will still be tougher than current navy NPCs. So, in other words, combat will be possible in any system, but if you do it in High Sec you need to bring backup.

This will make trips to Jita interesting. More alts in paper thin haulers to collect stuff??

In order to get into jita to gank haulers you would first need to get through the Caldari navy NPC spawns that will be there plus also avoid all the other Caldari FW pilots in system. I suspect that solo pilots going for easy kills will have it a little harder than expected.
Organised fleets of remote repping battleships on the other hand... -

All of the regions, as far as I know. Black Rise is a regular low-sec region like all the others, and faction warfare will take place in just about all 'em, especially on the borders between the empires. ---

Jita won't change. More people will just create a filthy alt character that only has to be able to fly a hauler and that isn't affiliated with any faction to perform shopping sprees.

Depends what your idea of "current navy NPCs" is.
If it's the navy npc's you'd run into on mish, yeah, i dont mind if they're tougher.
If you're talking what shows up if you're -5 to the faction, then MY GOD DO THEY NEED A BOOST! C'mon, two frigates and a cruiser which do the combined damage of a guristas arrogator?
If you're talking what already patrols gates (customs and the like) then they don't really need a tune up, more like a tone down, they already wtfscrampwn you with webs that make you move 0ms and dampners which take you down to the ability to target 0 ships to boot. Not saying it's impossible to beat (neutral repper ship next to an FoF raven), just a bit harsh for any of the newer players to FW.

I'm not sure if any players know the details about how strong these things are supposed to be, but when it was described to me the frame of reference used was like "a boosted version of the guys who come after you at -5 standing." Just how boosted they're going to be is known only to CCP unless it's buried in a dev post somewhere.

Reading the devblog ftw
Quote: The Navies have finally twigged that two frigates and a cruiser aren't really a significant threat these days, so they've upgraded their rapid response teams. Considerably. They won't scramble, but if you hang around expect to get hurt. (Sentry guns, CONCORD, Customs and Police will all leave you alone though, provided you don't do anything to antagonize them).

This is from a dev response to some question regarding the new Caldari region, which I quoted on our board. Unfortinately I can't find the original post right now:
'...the Amarr kick off holding The Bleak Lands and the upper parts of Devoid and the Minmatar's initial positions are in the Amamake area of Heimatar and the large expanse of lowsec Metropolis behind it. From here the Amarr can push into the Minmatar areas and vice versa, and the Gallente into the Caldari areas and vice versa.'

So the navies won't warp scramble... huh.
That means hisec is... low sec with no gate camps. That's it really.
They can still probe out mission runners... ALl they need to do is use warp to 0km to get through Empire...
Wait... AN IDEA! Let's have everyone a certain rank or higher be able to call in Navy reinforcements in hisec? Whaddayasay? No? Well, fine then. Have it your way.
