I like CCPs plans for faction warfare much more than I expected, (although I feel for the RP alliances I agree with CCP that keeping the power blocks out of it for now, makes sense).
My worry is that FW as currently described mimics the large step change of joining a 0.0 alliance i.e. high sec empire is no longer safe so total change of gameplay (so people will not sign up).
The idea behind FW as I understand it is to be a bridge between Hi Sec NPC/Small corp mission running and 0.0 PvP endgame.
The issue I have, is that for a casual mission runner / industrialist (like myself) joining a militia (which sounds like fun) brings with it hundreds/thousands of hi-sec enemies that will make hi-sec a very dangerous place, and greatly restrict my current hi-sec play style. I was wondering if faction warfare could introduce an intermediate stepping stone between NPC/Small corp and the full blown militia.
Enter ôFaction Reservesö each faction would have a reserve organisation that would work much like a militia, i.e you join a reserve NPC corp or your corp joins the reserve. The differences between (for example) the gallente militia and the gallente reserves would be as follows:
+ The reserve NPC corps will not have war decÆs with the other Militia or Reserves (so you would be safe from being ganked without CONCORD help in hi sec).
+ Faction police will only attack you in hi-sec when your faction standing gets really low (same rules as for ordinary pod pilots).
+ You will need to do twice as much work to get a medal (as compared with being in the militia).
+ You will need higher standings to access the new Factional Warfare agents and missions.
Reservists would not loose standing for shooting enemy militia and reservists in low sec (just like the militia). Reservists would get access to militia channels etc.
The idea here is a encourage pilots to sign-up and take part in the low sec battles without taking away their existing game play.

Not really: most of the fighting will take place at the borders. The deeper into enemy territory they go, the less chance they'll survive the NPC navy ships at each gate they go through.

No, but right now I can haul stuff safely around empire and then climb in a HAC and go hunting in Low sec. FW would be worse than this, as empire would not be safe.

I agree that much of the FW fighting will be deep in low sec, but once back in high sec any isk making activities will be restricted by the presence of hi sec gank squads.
As FW stands I just don't see any empire carebears joining FW with their mains. which is a shame.
My suggestion would allow lots of low sec PvP while allowing the carebear to recoup their ISK.
