I know much trit need for bigger ships and it would be great idea because then not so many capitol ship blobs all over. restrict low end ore to lowsec as in 0.4-0.2 and you got solution to empty lowsec and now worth being there. pirats would also benefit from this.

I think they could improve the ore layouts, some regions are less valuable than others yet hold no more or less real significance strategically, logistically or otherwise. Guristas space is the worst by far, Arkonor is non-existant there and Bistot in some regions is very limited to non-existant.
People wonder why some alliances dominate 3+ regions of space, the reality is 80% of systems within a region are not significantly better than low-sec. Crap rocks, crap composition yet are stuck in the freeway between low-sec and npc regions so risk element is still pretty high.
CCP made the mistake of putting the most valuable deposits in NPC space as it is turkey-shoot space and not really somewhere you want to be mining, it is far more attractive to rat in npc space.

It used to be the other way around that mining high-end ore was more profitable then ratting but then came in the drone regions.
