This naval blockade is to detect and intercept any incoming Gallente attacks or movements. To be on the front lines for the coming war with the federation. SPEARHEAD THE ASSAULT! Its truely inspiring (to our enemies at least) how much trust you have in the Caldari Navy. 3rd point: If the Caldari State wanted to form such border partols with the aid of the Capsule pilot communitee they are quite capable of organising it themselves, and presumably to work with the Caldari Navy rather than in addition to it. Lastly; I understand you pain and anger. I am sure all loyal Caldari do. But this petty warmongering will solve nothing, and will only lead to more death. If you seek to honour those who died, make donations to their familes. And if war should come, then we will all do what we most, what we feel is right.
