I chose to abstain from my vote and I'm not surprised about the small number of votes either.
There is another game which has used a similair system for a while now, DAoC, only the CSM's are called class leaders there. While playing that game, I had to witness that the suggestions and complaints from those class leaders got ignored and ridiculed time and time again, while they had to endure some of the hate from the players for not pushing the issues. So in effect, Mythic (the game company) created a sponge between themselves and the playerbase which would soak up some of the hate the players generated for nerfs and changes.
This is what will happen here as well.
On the other hand, there could have been about 5k more votes if CCP had made the voting announcement in chinese and russian, but then we'd have an elected representative named fdskeslkdfre
