Should have 2 options
Give rights Contract rights
X time for the victim to sell or give rights and then Y time for buyer/protector to exact the revenge or rightful justice.

Whilst I believe there is merit in the idea, I also agree that it would be easy to 'game' in the same way that currently a corp will try to get wardecced and then immediately join an alliance once the war becomes active.

I cant see it being very exploitable as well, getting kill rights on someone means they have to have actually DONE something, and most carebares don't do anything..
Possibly make it a feature trial accounts cant use?

Support transferrable kill rights, disagree that the person should have any warning the rights have been transferred.
You get kill rights only when someone A) made an illegal attack B) killed the target and C) the target didn't shoot back. If the original victim didn't have enough warning that they were able to even shoot back, why should the aggressor have warning?

The aggressor was committing an illegal act, and if he was in empire space, he took a sec hit for it and (if in hi-sec) got CONCORDed as well.
As a carebear for the most part, I have no sympathy for the aggressor. But, at least in hi-sec, everyone should know who can attack them without penalty: folks who are at war with you, and folks who have your kill rights. Currently, the aggressor could (if he wanted) set his victim to red, so that he could see the victim coming for revenge to make good on the kill right. In the interest of fairness, I think it's necessary that the original aggressor be notified when someone else acquires the right to kill him. Everyone (even griefers) should know who can and cannot legally shoot them.

no - very bad idea.
people pick targets they can kill, and so that they can deal with the repercussions. transfering killrights defeats the object of them. that you as a victim can avenge your loss. having someone else do it is pointless. why not have ur buddies remote rep you, so the only way to kill you is to kill them first, once ur target engages them, they can return fire.

The bounty hunting system is weak. Bounty hunters in eve don't exist, but they really, really should. This is one way to help do it.

I have been wondering about this topic for some time. Traditionally, bounty hunters are PAID to do their job. How will it be possible to have a bounty hunting system where the bounty hunter has to pay the victim for the right to shoot the criminal? If the bounty hunters only income is the criminals' bounties and gear, how will any self-respecting bounty hunter be able to support themselves? Most of the guys with bounties on them are already -5 or lower, and looting pvp gear does not support a pvp lifestyle.
I would be grateful if anyone could clear up my confusion.
