1) are ships that are good in pvp good in pve and what makes a ship good in pvp
2) i am gall and on both of the reward frigates i have my civilian shield booster does not stay on. it goes on line for like 1 or 2 seconds and then goes off. what is causing this.

Your first question is impossible to answer with a sound bite (or text byte I guess. . .) so I'll cover your second question first.
Right click on the module and see if it's set to automatically reactive or if it's set to manually reactivate. I suspect that unless you're dumping stuipd amounts of cap (especially given the civ shield booster is juuuust shy of free to activate) this is probably your problem.
In terms of your first question, some ships that are good in PVP are good in PVE. As a general rule, a ship that excells at PVE has a few distinguishing characterstics:
- The ability to reliably deliver LOADS of damage at the ranges the target rats operate at. - The ability to absorb stupendious amounts of punishment for extended periods of time.
That being said, while PVE is a simple balance of Tank and Gank (with the key being to have as little tank as you can get away with to maximize your Gank factor), PVP requires more considerations.
Pvp on the other hand requires consideration of far more than simply how hard do you hit and how much punishment can you absorb. Since a human player will attempt to stay alive rather than suicidally sticking around until they explode, most PVP ships have to fit at least a warp disruptor of some kind. In order to maintain control, or at least contest your opponents control of the battlespace, most ships will require at least (and by least I mean almost unheard of and bordering on hereasy to suggest) an afterburner but usually a Microwarp Drive. Tank and Gank are still important for most ships (except speciality Electronic Warfare ships where it often becomes of little concern) but it's balanced against speed modules, tackle gear, and a whole host of other components rarely seen outside of PVP.
A gang PVP ship will often be sepecialized to do a single task very well. Other times a ship is fit in a more genarialist fasion (as is often the case with a solo or very small gang ship). Such a ship tries to balance tank and gank along with at least minimum tackle and sped mods and then wedges in other items like Energy Destabilizers, remote repariers and other items.
As far as what makes a good ship in PVP, well that question is difficult to judge. There are many types of PVP and many ships to fill various roles. Any ship can be thrown into PVP but some will certainly fair better than others in a vague, general sort of way.
As an example, the Kestral, a Caldari Frigate that speciliazes in missiles, is considered a solid low SP PVP vessel thanks to it's tremendous range (for it's class and price) and it's hard hitting abilities. These two factors mean the Kessie as it's affectionatly called can pepper targets with rockets while remaining outside the 13km death zone (because under 13km it's vulnerable to Stasis Webifiers) or hit targets fairly hard at the extreme edge of Frigate range, all while mounting at least something resembling a tank. Another ship, the Pnisher, an Amarr frigate designed around a laser damage bonus and an armor resistane bonus is considered to be a solid PVP ship because it hits fairly hard at closer ranges and is though enough to slug it out with any of it's peers. The Punisher is favored because it has the ability to outlast it's foes thanks to it's sturdy construction, and it's ability to mount a small Nos or Neut along with a battery of lasers can help it take down a heavily protected foe other ships of similar firepower couldn't dispatch.
In short, the ship itself is only a part of the equation - it will help determine what is the optimal engagement scenario. It's left to the pilot to pick scenarios where you outclass your foe in your own optimal area, and once the fight is joined ensure that it takes place on your terms.

Dang nice answer lol. The only thing that a newer player would not understand is a couple of the abbreviations, but a superb job nonetheless.
