Can anybody here tell me if ratt spawn seeds are static or dynamic?
I'm asking this question because I get the impression that they're static, in that there are systems always with better ratt spawns than others.
If this is the case (static spawn), why is it? I mean, wouldn't it make so much more sense to make the quality of ratt spawns dynamic?

True sec rating determines quality of rats, ores and exploration sites that may or may not be in a system.
That 0.1 sec system you're in, for example, could be 0.13 or it could be 0.08. The 0.08 is lower, so will have better rats, although you just see 0.1 because it's rounded off.
True sec goes from 1.0 (systems like Pator) to -1.0 (but you don't see the negative truesecs ingame... all you see is 0.0). All 0.0 is not created equal.

look my bio up ingame, I have a link to a site that has true sec ratings listed, allakhazam or some such
most 0.0 has one or two systems near -1 in each constellation(I think) or so
and it's the difference between 200k and 1.8mil bounties in 0.0 rats

Fixed - there are lots of constellations in each region with terrible truesec that are no better than ratting/mining in 0.1-0.2 space (not being a smartass, just didn't want to type a whole big thing when I could just change one word in your post  )
