I wanted to break into a piracy career and I always enjoyed stalking people and waiting for the most opportune moment a la Ultima Online, Shadowbane and maybe WoW. I was wondering if cloak ships were a viable means of solo piracy.
I've read numerous debates on Amarr's Pilgrim and Curse recon ships but most of those threads are fairly old. Has anything changed since then? Are these two ships still top dog or do other races such as the Gallente have a ship that is able to compete?

The Force Recons can pirate for sure (some are better solo than others.) Covert Ops frigates on the other hand have minimal offensive capability. You can always wait in belts in a stealth bomber cloaked, but that gets old pretty quick.

force recon is most like that. i've seen them jump in, take down solo hulks, jump out before rescue squad gets there.
it cant go toe to toe with full combat ships, but really shouldn't.

If you really want to wind people up, find battles going on and hang around till someone pops, uncloak steal the loot and cloak/run.

I managed to train Gallente Cruiser to V when I was on hiatus. Should I still raise Amarr Cruiser or just go with what I got and save myself 22 days? Well, how are Gallente recons anyway?

Ahh I'm actually in the same boat as you. I went on a break and left gal cruiser 5 training. Only problem is that it seems the Arazu and Lachesis were hurt pretty badly by the damp tweaks CCP made... and electronic warfare capability aside, the Arazu has pretty bad dps to start with.
Granted I suppose you could always go with lachesis + missiles/rails + lock range scripts + overload disruptor. But then people will see you coming. 
So I suppose if you really want to try pvp with recons, your best bet would be amarr or minmatar. And then I suppose it's a matter of personal preference... though I think the curse/pilgrim will take a little less cross-training than the huginn/rapier. ~

Well I guess raising Amarr Cruiser to V is the way to go then. Looks like I'll have 22 days worth of spare EVE time, plenty of time to get my feet wet and gain some experience.

Pilgrim used to be the ultimate solo-piracy pwnmobile, back in 2006 pre-nosnerf and generally when people were much less cautious than they are today.
I don't know how it fares these days... ...

not as good with the nos nerf you can't really tank as well and unlike the curse you don't get the range bonus. curse is still an evil bastard of a ship
