I may be known on these forums to some degree, however the CIS is not to most. As such, I will provide a slight insight into the CIS to those who it may interest.
A conclusion is included at the end of this post.
The evil early CIS
The CIS saw the light of day around two years ago. It was founded by myself, and its main intention was to spy on corps or destroy corps or individuals at the will of paying customers. For this purpose the CIS contacted freelance spies and assassins.
The first job of the CIS was executed on behalf of a friend of mine. The target corp (consisting of about 50 active members) was war decced by our war corp, and surrendered after 1 week of fighting. A further week later, the target corp fell apart, with many of its members leaving EVE.
Strangely I was very dissatisfied by the outcome. Since we had infiltrated the target corp, it had become clear that even though the corp was a desaster from a military perspective, many of its members were actually quite cool. And while I wanted to see the corp defeated and destroyed, I did not intend to drive people into quitting EVE.
This was the main reason why the early CIS did not last long, and many of the contacted spies and assassins never were called into use. The original purpose of the CIS was dead after its first success.
A period of reorientation
While I did not like the outcome of our first operation, I did see the power that infiltration and information have in this game. My goal was to use this power for productive purposes that I felt well about. Since I have been playing EVE pretty much since it went live, I happen to know a lot of people in this game, some of which have become good friends. These friends happened to be in various alliances at the time. In our interests, we had and have a lot in common.
The new CIS
There was never a formal meeting or anything of the sort to start the new CIS. So it is hard to put an exact date on it becomming operational, but all involved agreed to use the power of our combined knowledge and insight to try and take influence in the path of 0.0 politics. I guess our first steps in this direction were shortly after the end of the BoB vs ASCN war. Since then, members of the CIS council have been actively involved in trying to take influence in their alliances (some held directorship positions already anyways, for them not much change was needed).

The hidden agenda
I am not going to go into any detail on this. Only so much: we are not the GHSC. Our goal never was and most likely never will be to use the CIS for financial gain or betrayal. We like to see our goals in a more noble light. More in the direction of what we believe is beneficial for most of EVE. We are not the knights of the holy cross of course, self interest does play a part as well.
What role did the CIS play in the great war?
Hard to see, We played some role and were involved in some decisions. Of course the credit goes to all those that actually fought, on all sides. It was a truly great war. (Well, besides the lag and some other shortcomings... but here we hope the CSM can help CCP find some solutions)
What side of the war was the CIS on?
None, or better: we were on our own side, following our own agenda. Unlike some think, we are not enemies of BoB. It was in our interest that BoB was attacked (as much as it was in the interest of many others), but that is all.
Conclusion
With the end of the great war, the CIS has decided to enter a state of hybernation.
We are very satisfied with the outcome of the war, as well as with current developments and see no further need for intervention in any shape or form. Council members will continue to be active in their alliances in their current positions, and will remain on standby for work for the CIS.
The CIS will become active again without official announcement whenever we see fit.
