I know that I have to do the Mining Leadership skills (Foreman, Director), Cybernetics V for the mindlink, industrial reconfiguration, jump drive skills, capital ships, and drones skills.
What kind of tank do I put on the Rorqual and how many skills are required? What kind of other skills are necessary for an efficient and effective Rorqual?

I don't know very much about this ship, but I'm pretty sure you fit a shield tank.
Protip: Capital shield boosters > XL shield boosters when using capital ships.

Dual pith x-type and crystals will outboost a capital booster, with better cpa efficiency. It's all a matter of how much isk you want to throw at the problem. (Admittedly this is at the cost of resists, so for the current capital warfare style isn't as effective).

I can suggest this setup for shield tanking as well. And it is very much possible to do a dual CAR setup as well. But then sacrifice the cargospace.

Just do something like 2 x Invuln II's, Capital Shield Booster, Shield Boost Amp II, and 3 x Cap recharger II's in the mids. That way the lows and rigs can give you cargo love, and you can tank the standard nano-crap gangs that roam the eve-universe long enough for backup to arrive...

Personally I wouldnt bother, If you use a rorqual it is likely to be in industrial mode, which has a 5 or 10 minute timer, in which case if someone wants it dead it will be and everything else is just wasted isk.
My plan is going to be only jump it when it is safe to do so and deploy it at a POS
