Saw a couple of ship setups with this along with a number such as 21K EHP.

Related note - to convert between raw and effective HP, you'll need to know the resistance you're looking at. The formula to use is:
EHP = HP/(1-RST/100)
The method that's generally used to figure out EHP of a ship would be to average the resists of the shield, then the armor, then the hull, and use the formula listed above on each component.
So, it ends up being:
(Total EHP) = (Shield EHP) + (Armor EHP) + (Hull EHP) (Total EHP) = (Shield HP)/(1-RST/100) + (Armor HP)/(1-RST/100) + (Hull HP)/(1-RST/100)
Where the resists for each component are based on the analytical method you choice, say averaging the resists like stated above, or focusing on one damage type (like, if you know what type you will face).
Hope that clears it up for you . That being said, EFT calculates it for you automatically, if you have it - if not, get it!

I like to calculate effective hit points for each damage type, rather than a "total".
This way I can max out the EHP for Kinetic/Thermal when doing a mission against Guristas, or I can increase the EM EHP if I'm specifically hunting for a player who's know to be in an Amarr ship fitted with Lasers.

On a somewhat related note; Don't rely on EFT to make your setups, all it shows you is numbers but that doesn't say a whole lot. Make your setup to accomodate for a certain tactic taking the target and ship abilities into account. The only thing I use EFT for it to make sure it actually fits and if it's cap stable or not.

It's also handy for determing the relative merits of two setups - e.g. whether two thermal hardeners will be more effective than one thermal and one kinetic. In terms of absolute numbers, though, it's kind of useless.

That's a great point - I have seen some odd fittings and when I asked why it was like that - the response was 'EFT shows the best Effective Hit Points' - well - maybe against Rogue Drones - but not against my Minmatar BC.
I always make sure I check what the 'Defense' rating is against a particular opponent as well.

The best way to view EFT is as an analysis tool, to be used to assist in your design for a ship.
Know what you're fitting your ship for, use the tool to find out its strengths and weaknesses, and try to correct any flaws you found during the first pass so long as it doesn't compromise the intent of your ship.
