For roaming gangs (read: lots of warping) i prefer the 4x PDU in lows for a good balance between shield and cap recharge. For cap tackling, fit 4x SPR and an injector.

That second setup is odd (only 2 rig slots and missing a lot of mods).
Try this....requires pretty high fitting skills. No prop mod but defends nicely against neuts:
